NATURE OF WORK

This classification involves intermediate professional, technical work involving the compilation and analyzation of a wide variety of complex budget data for the City. An employee in this position achieves assigned functions according to established schedules, calendars, projects, and programs of the department. Work includes researching and collecting data, and preparing clear and concise financial reports.


NOTE: This is not a remote or hybrid position

Examples of Duties


ESSENTIAL JOB FUNCTIONS


  • Assists in the preparation of the annual budgets for the City.
  • Compiles special reports or summaries affecting various segments of the budget.
  • Performs variety of budgetary support services.
  • Support the annual budget, process, including data collection and review and surveys.
  • Conducts best practice research, benchmarking and web-based research. Support process improvement initiatives.
  • Generate reports using various software programs.
  • Assists with the development of revenue and expenditure projections; prepares economic analyses to project, monitor and propose financial options.
  • Prepares and analyzes financial reports to identify potential problems and significant trends to ensure compliance with all applicable laws, rules, and/or policies.
  • Assists with the development of workforce and fiscal budget activities of divisions within the system with the other City departments to assure maximum operational results.
  • Assist with design, development, and overall layout of the City’s budget document.
  • Assists departments in preparing budget request and justifications; formulates and revises budget estimates; and validates justifications through comparison with operating reports.
  • Performs monthly budget variances analysis. Researches and prepares reports for management review concerning revenues and expenditures.
  • Assist in non-profit funding process.
  • Complies and analyzes local and regional economic indices.
  • Analyzes and develops performance improvement documents.
  • Inputs budget items into financial system.
  • Evaluates the impact of Federal and State legislative policies.
  • Performs related work as required.

Requirements

EDUCATION


  • Graduation from an accredited college or university with a Bachelor’s degree in accounting, finance, public/business administration, or a closely related field.
  • PROOF OF HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.)


EXPERIENCE


  • Two (2) years of work experience developing, monitoring, and reviewing budgets, or performing fiscal/management and detailed/ complex analysis work.
  • Budget experience with a municipal government is preferred.
  • Experience with Tyler Munis preferred
  • Proficiency with Microsoft Office required. (Must pass pre-employment assessment)

PHYSICAL REQUIREMENTS

Physical:
  • Light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (20) pounds. Descending and climbing stairways and extended periods of walking may be required during field activities.

Work Environment:
  • Work is performed primarily in a standard office environment. Tasks are regularly performed without exposure to adverse environmental conditions.

Sensory:
  • The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing.

  • Knowledge of principles and practices of government accounting, budgeting, municipal fiscal management, and operational analysis.
  • Knowledge of modern management practices and municipal budget procedures.
  • Knowledge of organizational functions, fiscal operations, and financial constraints of municipal government.
  • Knowledge of City codes/charter and Florida statutes relative to municipal, fiscal, and financial management.
  • Knowledge of principles underlying the laws, ordinances, and regulations governing the fiscal operations of the City.
  • Skill in using Office and department software.
  • Ability to analyze programs and determine financial impact.
  • Ability to prepare and analyze various budget reports.
  • Ability to follow established budgetary procedures.
  • Ability to establish positive working relationships with employees, City officials, and the general public.
  • Ability to exercise sound judgment and discretion in phases of responsibilities.
  • Ability to analyze facts and make recommendations.
  • Ability to express ideas clearly and concisely, both orally and in writing.
  • Ability to use computer applications to prepare reports and develop monitoring systems.
  • Ability to apply advanced Excel skills for complex data analysis and forecasting.
