The Chief Compliance Officer (CCO) for Serenity Lane and Serenity Lane Health Services has direct access to the Board of Directors for the purpose of advising and making recommendations to the Board about legal and regulatory compliance issues. This position, additionally, has the function of directing 200+ employees in regulatory compliance; establishing and maintaining the effectiveness of the Compliance Program; serving as primary corporate resource for Medicare/Medicaid reimbursement information; maintaining compliance with applicable federal and state rules and regulations pertaining to Substance Use Disorder Treatment; and acting as a consultative resource for regulatory issues.

Responsibilities:

  • Report to the Board of Directors on compliance-related matters as appropriate or whenever called upon to do so.
  • Present monthly reports to the Executive Team / Board of Directors regarding compliance issues.
  • Maintain compliance plan and program. Assure governance policies related to compliance are appropriately maintained. Verify the governing board understands its responsibility as it relates to the compliance program and culture.
  • Oversee the integration of compliance program into operations. Work as a resource for, and partner with, operational managers to implement and monitor the compliance program within each function.
  • Assure that the role of risk partners in the compliance process has been defined (i.e., internal audit, risk management, legal, HIPAA/42 CFR Part 2 Privacy and Security, Credentialing, et al.)
  • Monitor Business Office billing operations compliance with Medicaid billing requirements.
  • Monitor Business Office compliance with other regulatory and contractual requirements.
  • Maintain a current working knowledge of Federal and State regulations and policies as they affect Serenity Lane through routine review of various Health Care Financing Administration ("HCFA") manuals, Federal Register notices, applicable government and/or industry related internet information sites, multiple stated Medicaid manuals, and multiple State Board of Pharmacy regulations.
  • Develop a process for waiving co-payments, deductibles and scholarships in compliance with federal and state regulations.
  • Develop and maintain a program for compliance with the False Claims Act, No Surprises Act, Stark Laws, Anti-kickback statute. Create policies and procedures, as well as patient agreements.
  • Review all organizational policies and make recommendations for changes to ensure compliance with Update billing related policies to include CMS Medicaid and Medicare regulatory rules.
  • Take action in dealing with noncompliance situations, creating realistic plans to overcome them.
  • Prepare and present quarterly compliance meetings with managers.
  • Train and educate all staff so that they are informed of any legal changes and updates to compliance guidelines.
  • Resolve employee concerns about legal compliance.
  • Maintain up to date written documentation and policies related to the organization's business activities.
  • Seeks solutions to achieve business objectives while complying with all laws and regulations.
  • Review contractual agreements with insurance contractors for compliance issues.
  • Provide education and training about actual, proposed, or pending legislation and regulations that affect operations and identifying operational obstacles to compliance, and working with other employees to identify and implement solutions.
  • Promote a culture of compliance throughout the organization
  • Maintain Serenity Lane’s Corporate Compliance Program.
  • Serve as primary corporate resource for Medicare/Medicaid reimbursement information.
  • Maintain and communicate knowledge of payer claim submission guidelines and coverage requirements.
  • Assure inclusion of compliance obligations in all job descriptions. Assure inclusion of compliance accountabilities as an element of performance evaluation.

Education, Certification and/or Experience:

  • Degree or Certification in Healthcare Compliance (CHC), or 10 years of related experience.
  • Extensive knowledge and background in Medicaid reimbursement rules and regulations, and fraud and abuse laws.
  • The ability to communicate with numerous external sources (e.g., Medicare Carriers, Medicaid Agencies, Insurance Agencies, federal/state offices, attorneys, and consultants).
  • A professional image/demeanor as well as an extremely responsible working attitude with oral and written communication skills being an absolute necessity.
  • Extensive knowledge of federal/state rules and regulations affecting health care providers/distributors
  • Must exhibit the highest level of integrity and ethics.
  • Must be self- motivated, goal oriented and flexible to frequently shifting priorities.
  • Must be able to provide immediate response/assistance to the organization and its employees.
