Summary: Under direction of the County Manager, will direct and lead the Information
Tec hnology (IT) Department and Geographic Information System (GIS) in the development, acquisition, integration, implementation, operation and service of all information systems that support the mission of the organization and serve the needs and requirements of all County departments and functions. Primarily responsible for the long-range planning and coordination of all information systems within the County.
Work involves significant engagement with the Executive and other departments and public involvement with elected officials, other policy makers, and citizens. Will serve as a member of the County’s senior management team, collaborates with the Executive and other departments on strategy and policy to ensure that the County’s mission and core values are incorporated into operational activities and services.

Duties and Responsibilities:
- Consult with management to identify specific needs and priorities for each department.
- Promote effective customer-service among department staff.
- Interact with other departments for ultimate customer/client satisfaction.
- Promote and provide timely response to other Department issues concerning dealing with the public and completing their necessary tasks and job requirements.

- Develop and execute an information systems strategy and long-range technology plan in collaboration with County management and the IT Governance Committee.
- Devise and establish IT / GIS policies and systems to support the strategies set by County
Manager and County Commission.
- Implement and facilitate the County’s information systems policies and procedures.
- Manage, direct and approve all analyses of information systems designs and processes, including but not limited to equipment specifications and associated computer programs to ensure effective operation and continual technological progress and advancement.
- Identify and implement technological solutions that are essential to the overall organization and ensure effective security for all systems and programs within the County.
- Plans, develops, acquires, implements, controls and evaluates the County's telecommunications system including departmental billings and cost allocations.
- Oversee the County’s network and ensure it operates in a secure mode with maximum availability and responsiveness.
- Ensure the County’s technology assets and data are secure and protected from unauthorized access or use in accordance standards, policies, and procedures.
- Provide expertise and technical staff support for the County’s on-going software and hardware training programs and ensure the effective delivery of such.
- Develop and maintain an effective departmental organizational structure and staffing plan in support of the organization’s goals and objectives.
- Ensure the effective recruitment, employment, training, supervision, and evaluation of staff.
- Facilitate effective management-employee relationships and team-oriented approach.
- Allocate resources and plan the direction of projects and work assignments.
- Monitor and control all projects and ensure timely and accurate reporting.
- Evaluate the efficiency and effectiveness of service delivery methods and procedures, including outsourcing.
- Direct and coordinate the planning, development, and preparation of the department budget.
- Recommend and review information systems expenditures, including equipment needs and upgrades, for other County departments by working with the department heads and/or elected officials.
- Write technical requests for information and requests for proposals.
- Evaluate proposals and negotiate contracts for equipment, services and systems in accordance with procurement policies and procedures.
- Ensure the development, communication, training and implementation of the Department’s
Emergency Operations Plan (EOP).
- Communicate the Department’s EOP to all department staff.
- Train all levels of department personnel on the EOP.
- Ensure full participation of all employees and that roles have been established and delegated to lower management.
- Direct and execute the Emergency Management Procedures for the department ensuring the safety of all residents and employees.
Supervision:
Works under the direction of and reports to the County Manager.

Supervisory Responsibilities:
Supervises IT and GIS staff directly or through assigned managers. Works under County's policies, and procedures as well as various local, state, and federal regulations, directives, and laws.
Minimum Qualification Standards:
- Bachelor degree in computer science, information system management, business administration, business systems analysis, or directly related discipline. Master’s degree highly desirable and preferred but not required.
- Eight years of experience managing, directing and supporting information technology related activities or experience in the areas of project management, program analysis and evaluation, including four (4) years working in a management capacity including the supervision of professional staff.
- Working knowledge of the principles, practices, and trends in information technology, leadership and management.
- Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.
- Demonstrated ability to plan, organize, and direct complex information technology services and support for the County.
- Demonstrated ability to develop and implement long-range fiscal and operational plans.
- Demonstrated ability to effectively lead and attain results through others.
- Ability to organize and manage multiple information technology priorities.
- Ability to establish and maintain effective communication with management and peers.
- Ability to communicate effectively in both oral and written English.
- Excellent communication and interpersonal skills.
- Ability to work with and communicate with outside vendors to provide best solution for the individual departments based on department needs and desires and to resolve any issues the department may experience.
- Strong leadership and project management skills.
- Solid analytical and problem-solving skills.
- Leading edge knowledge and hands-on expertise of information technology programs, equipment and services.
- Sound working knowledge of GIS and IT operations, systems, and developments.
- Certifications in A+, Network+, Server+, Cloud+, and Security+ are highly desirable.
- Must successfully complete a pre-employment drug test and background check.
- Must have a valid Driver’s License.
Working Conditions:
- Work location is on-site in Deming, New Mexico.
- This position is that of a “working supervisor,” and the individual in this position may be called upon not only to plan and direct but to participate in the performance of many of the tasks of the department, from evaluating system issues to assisting with the installation of complex equipment.

- All essential duties are performed indoors primarily in an office setting.
- Duties are performed in a temperature-controlled environment.
- Duties are performed on an even surface, which may be carpeted or tile. Working surface is typically dry.
- Setup, maintenance, or evaluation of some equipment may require work in places with restricted room for movement.
- Work is subject to frequent interruptions and may be exposed to highly stressful situations and individuals who are irate or hostile.
- Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions required.
- Works extended business hours beyond the normal workday to attend meetings of the County
Commission, Boards and Commissions, other public meetings. Is available to respond to emergencies at all times as may be required.
- Worker often works alone both with and without directions from supervisor.
- This position may have access to sensitive and highly confidential information and must maintain and enforce strict confidentiality as necessary.
Equipment, Tools and Materials:
- Equipment typically used in the performance of office duties include telephone, computer keyboard, and computer printer, photocopy machine, facsimile machine, calculator, and micrographics equipment.
- Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
Mental Functions:
- Must be able to use reason and judgment in performing essential functions.
- Must be able to read, understand, and apply knowledge of computer and data communications systems and operations.
- Must be able to write proposals and reports with proper format, and to verify the accuracy of information contained in reports.
- Must possess technical writing abilities.
- Must be able to organize and prioritize own tasks as well as tasks of others.
- Must be able to represent the County in meetings.
Physical Functions:
- Work is primarily sedentary, with opportunities to stand/walk as needed typically being available throughout the workday.
- Some visual and physical dexterity is required, including the ability to perform visual identification of equipment, parts, and connections, and to assist in the movement of fragile objects up to 30 pounds.
- Must be able to bend at the waist and twist/rotate as necessary.
- Must be able to work with arms bent or extended away from body or overhead and be able to push/pull with arms as needed.

- Must be able to crouch and kneel as necessary.
- Must be able to use hands and fingers in order to grasp/manipulate various equipment and materials needed to perform essential duties.
- Must be able to coordinate use of hands and eyes in operation of equipment, such as computer and calculator.
