Position Overview:

The Construction Project Manager will provide a full range of program management activities to support the General Services Administration (GSA) Public Building Services (PBS). This position will act as a thought leader and be responsible for creating a Project Development Study (PDS) for the U.S. Customs and Border Protection (CBP) operated Land Port of Entry in Porthill, Idaho.


A successful PDS will define the scope, align the Program of Requirements (POR) to the available budget, and develop implementation plans and schedules.

Responsibilities:

  • Provide advice, organization, planning, direction, and management to ensure that goals and objectives of the project, as well as problem resolution and customer satisfaction, are accomplished within prescribed time frames and parameters.
  • Collaborate and consult with internal and external stakeholders to identify and implement best practice
  • Create and maintain project management plans, drive schedules, identify, and mitigate project risks, facilitate collaboration of multi-disciplinary specialists, and generate project documentation, metrics, and reporting.
  • Update site information and costs, based on latest knowledge.
  • Evaluate the Feasibility Study and the POR and confirm the best alternative.
  • Verify the Feasibility Study’s defined project conditions and requirements.
  • Identify CBP design directives to maximize the project’s opportunities by aligning the scope to the budget.
  • Develop a comprehensive implementation plan to identify and minimize constraints and risks to the project.
  • Provide a schedule for the 2-phase solicitation, acquisition, and execution of the design build contracts.
  • Provide detailed backup for the Construction Prospectus project including but not limited to cost estimates, schedules, and project specifications.
  • Present a justifiable and accurate Business Plan, Design Program, Implementation Plan, Schedule, and Budget Analysis for the proposed projects.
  • Provide technical and administrative leadership of tasks, including financial management and review of work products for correctness, quality, completeness, and follow-through.
  • Perform quality assurance checks on project artifacts and deliverable.
  • Perform other duties as assigned.

Requirements:

  • Bachelor’s degree required; Master’s preferred
  • Project Management Professional (PMP) certification required
  • Minimum of ten (10) years of relevant professional experience, preferably with a government agency
  • Excellent verbal and written communication skills
  • Success developing written procedures outlining work processes
  • Expertise analyzing work processes and internal systems for effectiveness and efficiency
  • Experience with managing high dollar project budgets
  • Knowledge of automated financial and program information systems
  • Expertise in Microsoft Office Suite, with strong skills in PowerPoint, Excel and Microsoft Visio and SharePoint
  • Must be fully vaccinated for COVID-19
  • U.S. Citizenship required

  • Master’s preferred
  • GSA or Land Port of Entry experience preferred
