Position Overview:

The Technical Writer is responsible for leading, developing, writing, and editing a variety of comprehensive Information Technology and Cybersecurity policies, procedures, strategies, system documentation, templates, presentation material, and more for a civilian government agency.

The ideal candidate must have a 'high-level' understanding of Information Technology Infrastructure Library (ITIL) best practices, Federal Information Security Modernization Act (FISMA) requirements, National Institute of Science and Technology (NIST) guidance, Federal Information Processing Standards (FIPS), Office of Management and Budget (OMB) mandates, Department of Homeland Security (DHS) directives, Cybersecurity Framework, OMB/DHS CIO Metrics, and Office of Inspector General (OIG) FISMA Reporting Metrics objectives.

Responsibilities:

• Compose and maintain the agency's Information Technology and Cybersecurity policies, procedures, strategies, system documentation, and templates in accordance with agency requirements.
• Conduct a gap analysis of current documentation in the document library, identify enhancements, and update related documentation upon approval from the Government Lead.
• Compose, edit and review documentation based on a gap analysis of the agency's current artifacts and each year's OID FISMA reporting metrics and NIST guidance.
• Draft briefings, memorandums, checklists, training guides, reports, project plans, and performance work statements as directed.
• Research technical information and gather input from Subject Matter Experts (SME's).
• Perform quality review of communications and all published materials.

Required Qualifications and Skills:

• BS in Computer Science, Information Systems, Software Engineering or other related analytical, scientific or technical discipline
• At least five years’ experience in the research, preparation, writing and editing of technical documents and publication
• Expert knowledge of Microsoft Office Suite (Word, PowerPoint, Visio, and Project)
• Experience gathering, analyzing, and composing technical information into clear, readable documents to be used by technical and non-technical personnel
• Experience editing documents to ensure grammatical correctness and conducting research to ensure the use of proper technical terminology
• Knowledge of Federal Government SA&A practices and policies, particularly FISMA and NIST Special Publications 800 series.
• Industry recognized and accepted certifications relating to IT security preferred (CISSP, GIAC, CEH, TNCP, Security+, Network +, ITIL, etc.)
• Ability to work independently and collaborate with application developers, engineers, and others.
• Must be motivated and results oriented
• Must possess excellent written and oral communication skills
