Network Facilities Design Manager
POSITION SUMMARY
The Engineering Manager is accountable for the supervision and management of all phases of network planning, engineering and contract construction of Outside Plant, Central Office and Radio facilities and additions, and RUS and General Funds contracts. Assists with RUS loan design preparation. Supervises right-of-way and land acquisitions. Access and exposure to highly sensitive documents, material and conversation requires strict confidentiality on the part of the Engineering Manager
PRINCIPAL ACCOUNTABILITIES
DAILY
- Oversees engineering personnel and outside contractors, coordinating and monitoring work projects as required
- Ensures that during planning and design of Company’s network, human and financial resources are used in an efficient, cost effective manner and, where appropriate, in accordance with RUS specifications
- Reviews cost estimates of work orders for major construction and maintenance projects
- Manages estimated versus actual construction costs
- Reviews plans and specifications for accuracy, detail and reasonableness
- Proactive involvement in the Company’s Safety Program, including compliance with all rules and regulations, and for continuously practicing safety while performing their duties
- Proactive involvement in the Company’s ongoing customer satisfaction programs
- Perform Duty Supervisor responsibilities
PERIODIC
- Coordinates and prepares the annual construction budget. Meets annual capital budget with a variance no greater than 10%.
- Oversees the development of the five year capital plan
- Oversees the development of the five year OSP forecast and 5 year Station forecast
- Prepares the Engineering Department annual operating budget. Meets annual expense budget with a variance no greater than 10%
- Develops long and short term Engineering manpower planning
- Prepares and/or reviews various external technical reports to regulators, RUS and other entities
- Prepares and/or reviews responses to various data requests from regulators, RUS and other entities
- Assists other department managers, supervisors and administrative assistants in responding to data request and compiling special project and study information
- Assists General Manager with strategic long range planning
- Visits work sites to ensure proper engineering field work and adherence to Company safety program
- Designs, monitors and/or implements all Engineering Department procedures, systems and reports, either manual or automated
- Prepares monthly variance explanations of closed work orders, with emphasis on engineering labor, material and contractor labor
- Informs General Manager, on a regular basis, of the status of major projects and other items of interest
- Reviews and approves work order projects, ensuring efficient and cost effective use of Company resources, in accordance with RUS specifications, when applicable
- Approval of work orders of a routine nature, i.e., line extension, highway relocation, cable relief, which are not identified in the fundamental long range outside plant plan; and/or work orders which place Central Office equipment of HiCap service and other special service; up to a capital expenditure level of $20,000
- Maintains routine expense authorization of $1,000
- Responsible for monitoring and/or preparation of all interim and annual evaluations of personnel reporting to the Engineering Department
- Represents the Company at industry related functions and programs as necessary

- Must have good vision (with correction) and also have color vision to differentiate wiring
- Must be able to sit for prolonged periods of time
- Must have ability to stand, sit , squat, bend kneel, twist, crawl, reach, lift, balance, carry, push and pull to accomplish daily tasks associated with requirements of the position
- Must be able to perform job duties and responsibilities in all types of weather, ranging from extreme heat to cold, including rain and snow
- Must have the ability to walk and negotiate rough terrain while carrying necessary equipment to perform job duties
- Must have the ability to drive in all types of terrain and in all types of weather, including rain and snow
- Must have the ability to install and remove tire chains from vehicles
- Must be able to lift 20lb. maximum with frequent lifting and/or carrying objects weighting up to 10lb.
QUALIFICATIONS
EDUCATIONAL REQUIREMENTS
- Bachelor degree, emphasis in engineering, or equivalent
TECHNICAL REQUIREMENTS
- Computer literate, with emphasis on Microsoft Office
- Knowledgeable and proficient in reading and interpreting various engineering designs, including schematics, plant maps and cable records
- Knowledgeable and proficient in RUS units, practices and procedures
- Knowledgeable in AM/FM/GIS systems
- Professional Engineer (PE) license and completion of the Fundamentals of Engineering (FE) exam preferred.
- Possesses and maintains a valid and unrestricted class “C” driver’s license, with driving records that provides insurability under the Company’s vehicle insurance carrier and within the guidelines of the Company
WORK EXPERIENCE
- 15 years diverse experience in telephony with at least 10 of those years in a position of outside plant engineer or central office engineer
- 5 years supervisory experience
ENVIRONMENTAL CONDITIONS
GENERAL OFFICE CONDITIONS
Exposure to an air-conditioned/heated office environment with exposure to low noise levels from office equipment and voices. No exposure to notable hazards or unusual atmospheric conditions
CENTRAL OFFICE
Exposure to an air-conditioned/heated office environment with moderate noise levels generated by the equipment. However, travel conditions from one office location to another can result in exposure to outside elements ranging from extreme cold/heat/humidity/rain/snow
WAREHOUSE
Exposure ranges from general office type conditions to extreme heat, cold, and or humidity. There is exposure to low to moderate noise levels generated by machinery, equipment and vehicles. There is exposure to mechanical hazards and hazardous materials. All hazardous materials are properly labeled and stored. Proper safeguards are in place for use of all machinery, equipment and vehicles
OUTDOOR CONDITIONS
Exposure ranges from mild to extreme weather conditions, including heat, cold, humidity, rain and snow. At times, personal protective equipment and clothing are the only protection provided against the elements. There is also unavoidable exposure to plant and animal life that inhabit the area. Environments may also include crawl spaces and attics. These conditions range from wet, damp and cold to hot, humid and dusty
CONFINED SPACE ENTRY
Entry into confined spaces is restricted to those individuals who have received proper training in working in such an environment. conditions can range from wet, damp and cold, to hot and humid.
