Position Summary:

As the Director of Project Controls, reporting to the Sr Director of Program Delivery & Controls, you are responsible for engaging directly with operational leadership from across Frontier to understand existing execution processes, analyze gaps in how we are operating and build out business processes to control all Enterprise capital projects. You will be in lock step with leaders in the Frontier operations and Frontier Project Management teams acting as an objective layer, identifying operational requirements, and working with all necessary stakeholders to craft clear standard operating procedure (SOP). Your ultimate goal is driving effective execution against projects as measured through cost, time, quality, and risk outcomes. You will be on the front line of the connectivity revolution as a key member to Enterprise Program Delivery leadership driving clear understanding of project performance and compliance with controls SOPs.

You will be accountable for strategically unlocking scale and efficiency ensuring that all programs and projects are tracked, measured, controlled, risk-managed, and governed in a consistent, transparent, and compliant manner. Serve as the ultimate escalation point to the Sr Director Program Delivery and individual project teams during the lifecycle of each project, helping to advise decisions, timing considerations, surface project risks, tradeoffs, and opportunity costs, with an eye towards innovation, efficiency, and transformation of the program strategy and creating a culture that is customer obsessed. In this role, you will drive improvements to project efficiency through processes, systems, and tools, with a keen eye on task execution, status, project performance, risk, and schedule management.

Building and maintaining strong internal customer relationships is essential as this position will work with Business Partners, internal staff, and system integrators daily to ensure alignment and compliance across the enterprise. Your expertise will lead through influence, sharing and implementing standard project and control methodologies while developing strong processes to deliver on the strategy, with the ultimate goal to increase consistency and measurability, accelerate the solution implementation process, improve embedded controls and validated release mechanisms, traceable key performance indices, all while enhancing seller and customer communication through the end-to-end process. The Director must be an out of the box thinker who can transform solution implementations that are centered on a strong process flow methodology, project management principles, digital customer experience, and technology-based analytics for action-based decisions.

The Director of Project Controls will bring an extensive background in project controls that drive schedule, cost, risk and funding processes to ensure control through the entire lifecycle of each project. The Director must have a firm foundation in PMBOK, ANSI 748 and Earned Value, while being an out of the box thinker, who can identify and apply new methods of approach, measurement, and collaborative ways of conducting daily project controls that is always striving for improvements and efficiency opportunities. Embedded from Kick-off through Closeout, this role will have a keen ability to ensure controls drive portfolio visibility resulting in schedule baseline measurement and control, opportunity and threat impact analysis, stage gate rules and release mechanisms, phase-based funding controls, as well as tight work package cost controls for traceable, actuals, estimate to complete, estimate at complete, and accrual validated measurement is traceable. Developing a high-functioning and innovative team, priorities on efficiency and communication will be key, through the use of: tools, processes, team collaboration, technology, and the unique ability to combine waterfall, iterative, and scrum-based approaches.

You will work closely with the Sr Director Program Delivery as well as cross-functional Frontier leaders to improve our overall partner implementation motion, focusing both on resource efficiency and measurable outcomes. Lead the team: As the Director you will be responsible for leading the team (managers and IC’s) to deliver results while growing individual capabilities that meet each person’s career path. RESPONSIBILITIES

  • Partner cross-functionally within Frontier to understand current operational gaps and develop processes for project level execution.
  • Establish project tools and control SOPs as needed to demonstrate existing program/project progress against the approved budget and timelines in partnership with project teams.
  • Implement systems and associated processes to provide a systemized view of project level cost time and accomplishment at any point during the project execution.
  • Analyze financial information in partnership with Frontier teams to ensure projects are within budget and meet forecasted return on investment (ROI).
  • Accurately and reliably communicate capital projects status, benefits, and issue reports to inform appropriate stakeholders throughout the project lifecycle.
  • Proactively identify and partner with Project Delivery teams to mitigate risks to projects and pursue opportunities to improve performance with key stakeholders.
  • Facilitate the development, documentation and communication of long-range business processes & controls goals and strategies.
  • Collaborate with stakeholders to develop company-wide action plans for mediation and resolution by mandated due dates. This includes planning project management, including setting deadlines, prioritizing tasks, and assigning team members to various deliverables.
  • Share innovative ideas with peers and leadership on how to further enhance our thinking and focus on operational efficiency and innovation.
  • Implementing a best-in-class project controls through the execution of the life cycle.
  • Ensuring pre-planned and current state risks are quantified, measurable, and tied to impact on Estimate to Complete (ETC) and Estimate At Completion (EAC).
  • Implementing a controlled schedule baseline process that ensures scop, schedule, and time are controlled through the life of each project and customer deliverable.
  • Developing, improving, and documenting a customer-request and priority-based selection of projects that ensures successful delivering of products and services can be performed by the organization, with clear communication and measurable reports on status, impacts, and mitigation.
  • Defines, plans, documents, and executes strategies and training programs to successfully onboard acquired practices.
  • Drives consistency and standardized phase-based execution processes through trigger-based process inputs, across the team and the broader project management organization.
  • Develops, maintains, and streamlines the programs’ governance structure, decision authorities, documented standards (policies and procedures), and communication processes.
  • Partner with technology and to drive adoption of a mix of waterfall, iterative and agile/scrum-based methodologies to improve overall quality and reliability of the Consumer team’s deliverables.

QUALIFICATIONS & PREFERRED SKILLS:

  • Bachelor’s degree with business or technical focus.
  • Achieved or Actively working to become a Certified Project Management Professional (PMP) & with an advanced understanding of Project Management Body of Knowledge (PMBOK), techniques and Best Practices (ANSI-748, AACE, etc.)
  • 8-10+ years of relevant work experience in either Finance, Business, Project Controls, Project Management, or Program management, with experience on Programs >$500M
  • Experience with Waterfall, Iterate and Agile/Scrum/Lean principles, while highly focused on Capital Project Execution including: Initiation, Planning, Engineering, Procurement, Permitting, Construction, and Closeout
  • Experience in driving program and project controls, including system integration of schedule, ERP (CRM), operations, and data analytics
  • Strong experience in data analytics and report creation (Power BI)
  • Ability to work Horizontally and Vertically across Business, Operations, Finance, Engineering, Technology (Data & Digital), and Supply Chain
  • Experience in Risk Planning, Risk Management, Risk Mitigation and Risk-based Cost/Schedule Impact analysis and forecasting.
  • Strong experience as a Financial Analyst, including multi-year planning, POs, billing, accruals, CRM and operational systems experience.
  • Expert-level attention to details and technicalities.
  • Strong leadership qualities and organizational skills as well as the ability to drive and receive adoption of changing priorities, assignments, and roles.
  • Independent judgment and mature decision-making skills to deal with programs that often have enterprise-wide scope and may have significant financial and compliance impacts.
  • Ability to thrive in a fast-paced, innovative environment while remaining flexible, proactive, resourceful, and efficient.
  • Skilled in communicating complex information to a variety of audiences; demonstrated ability to break down complex ideas and concepts in easy-to-understand ways.
