Position Description: Environmental Engineer

Ecompex, Inc. is currently recruiting an Environmental Engineer to be part of a small team supporting the U.S. Air Force Civil Engineering Center (AFCEC) Environmental Restoration Directorate (AFCEC-CZR) through its Environmental Restoration Program (ERP). AFCEC-CZR's mission is to provide environmental restoration technical services for optimized restoration support for sustainable Air Force installations. Typical support includes subject matter expertise in the areas of environmental chemistry, hydrogeology, risk assessment, toxicology, and engineering. The successful candidate will offer skills to help the directorate evaluate new technology and industry best practices, analyze, and help resolve emerging and complex restoration issues, facilitate and enhance communications and technology transfer, and keep the Environmental Restoration Program at the cutting edge of technical issues while supporting management of program risk.

Primary work location will be in San Antonio, TX


Full-Time, Salaried position. Approximately 40 hours per work week.


Minimum Qualifications: Environmental Engineer

  • BA / BS from an accredited discipline in Engineering, Architecture, Project Management, or Facility Management
  • Five (5) to ten (10) years of experience in environmental restoration experience accomplished under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation & Liability Act (CERCLA).
  • Must be a U.S. Citizen or legally authorized to work in the U.S. and able to pass a rigorous background investigation to be placed in a position of Public Trust

Desired Qualifications: Environmental Engineer

The ideal candidate will possess the following knowledge, skills, and abilities:

  • Has a proven record of accomplishment with effectively organizing, directing, and managing teams of subject matter experts in support of a public sector client
  • Strong preference given to those with significant portions of their professional experience within the Air Force Environmental Restoration Program (ERP).
  • Ability to effectively communicate at senior levels within a customer organization
  • Can initiate and maintain a team commitment to process execution and improvement, quality assurance and control, and exceptional customer service
  • Knowledge of state and federal environmental regulations, Defense Environmental Restoration Program (DERP) and Federal Acquisition Regulations (FAR).
  • Strong written and verbal communication skills.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint)
  • Experience with DoD programming of environmental restoration projects.
  • Ability to organize and gather project data, conduct analysis, prepare reports and provide recommendations without assistance
  • Experience interacting with state and federal environmental regulatory agencies.

Required Skills: Environmental Engineer

  • Extensive use of all Microsoft Office suite of products and associated Web-based tools (e.g., SharePoint)
  • Strong communication skills and business acumen to deal with stakeholders at all levels
  • Excellent troubleshooting skills
  • Ability to communicate effectively, both orally and in writing

Responsibilities: Environmental Engineer

The Environmental Engineer will provide qualitative and quantitative information and recommendations to assist management in the planning and direction, as well as improving the efficiency, effectiveness, and productivity. The Environmental Engineer will provide up-to-date knowledge, expertise, technical support, and environmental understanding to meet all regulatory compliance requirements. The candidate will perform support tasks that require knowledge of federal, state, and local regulations and statutes, Air Force and Department of Defense regulations, resulting in deliverables such as reports and visual media products.

Duties include, but are not limited to, understanding, coordinating, and delegating the following tasks that are necessary to support the day-to-day functions with regard to the efficient execution of the projects:

  • Program Requirement Development (PRD) support, which includes multiple aspects of cost estimation such as developing standardized Remedial Action Cost Engineering and Requirements (RACER)
  • Maintain a database to monitor and track progress of draft Project Cost Estimating Assumptions Documents (PCEAD) and cost estimates
  • Supporting cost estimating documentation
  • Facilitating and coordinating Program Build reviews
  • Provide audit support to CZR PMs to assist with responses to inquiries from Financial Improvement and Audit Readiness (FIAR) audit coach and independent financial auditor related to audit files and PRD activities
  • Providing recommended revisions to PRD Guide for annual updates
