Under the direction of the Vice President of Administrative Services or the Superintendent/President, the Executive Director of Information Technology is responsible for planning, coordinating, organizing, designing, developing, implementing, and managing the District Information and Technology programs and services. The Executive Director of Information Technology provides leadership for strategic planning, implementation, and improvement of academic and administrative computing, networking, and user support in response to the needs of students and stakeholders. Oversees the maintenance, enhancement, and improvement of the College’s integrated information systems, and provides timely and accurate information reports that are required for planning, decision support, and government compliance, and the development, updating, and implementing of an integrated strategic technology plan; works with the executive leadership of the college, and the President, to develop and coordinate an integrated approach to the use of technology in the most efficient manner; and to provide technical services and support to campus users.

SUPERVISION RECEIVED AND EXERCISED

Receives limited direction from the Vice President of Administrative Services or the Superintendent/President. Incumbents work within a framework of established goals and objectives. Incumbents in this classification assign, coordinate, supervise and evaluate the work of others.

RESPONSIBILITIES AND DUTIES

  • Plan, organize, direct and provide leadership in the development and implementation of strategic and tactical plans relative to the deployment of information technologies across the District;
  • Develop, implement and monitor the District Master Technology Plan, technology related initiatives, processes, protocols, procedures, and policies required to achieve related strategic initiatives and overall departmental results in alignment with the District objectives and priorities;
  • Serve as primary technical advisor to the Superintendent/President and executive leadership.
  • Provide leadership for the full implementation, maintenance, and enhancement of the District’s integrated information systems.
  • Leads the development, acquisition, and implementation of hardware, software, applications, and programs to support the administrative, instructional, academic and student computing needs of the District.

  • Exercise management supervision (directly or indirectly) over the Information Technology Services department managers and staff. Recommend candidates for hiring, assign, supervise, train, and evaluate staff. Assess staffing needs using appropriate data to support and develop position requests; plan and implement staffing plans and reengineer functional areas for optimal efficiencies and effectiveness.
  • In collaboration across District-wide service areas coordinate information technology functions with other departments to ensure smooth and efficient delivery of services and participate in the shared governance process.
  • Develop budget recommendations; analyze, review, and manage budgetary and financial expenditures.
  • Directs the preparation, maintenance, and transmission of state and federal data, including the MIS Data Mart.
  • Represents the District, in state-wide and regional projects involving the delivery of Information Technology.
  • Performs other related duties as required, or as assigned by the Superintendent/President.

  • Principles and practices of effective organizational leadership, management, supervision, training, performance, evaluation, and employee/management development, including building effective functional and cross-functional work teams
  • Principles and practices of strategic and long-range master planning and budgeting

Ability to:

  • Develop complex short and long-term plans and projects based on analysis of complex data and constituency input and sound program and project management principles
  • Define complex issues, analyze, and assess, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals
  • Interpret new and revised laws, rules, and regulations, as well as advise District management of resultant problems, and recommend appropriate actions
  • Analyze complex technical problems and operational issues and make appropriate adjustments
  • Coordinate and direct personnel, resources, communications, and information to meet District needs and assure smooth and efficient service delivery
  • Meet deadlines and schedules
  • Effectively manage, coordinate, and prioritize multiple projects, activities, and tasks simultaneously
  • Participate effectively in shared governance committees
  • Identify and respond to sensitive organizational issues, concerns, and needs
  • Develop recommendations and administer technical policies and procedures. Assign, train, supervise, evaluate, and motivate staff and lead all levels of work teams and managers
  • Serve as resource on the continuing development of state-of-the-art technical architecture
  • Analyze and evaluate technology and apply solutions to college business or academic areas as appropriate
  • Communicate complex technical concepts effectively to the campus community and stakeholders both orally and in writing
  • Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, linguistic, ethnic backgrounds and disabilities of community college students and staff
  • Support the District in achieving its mission, vision, and strategic goals as appropriate in carrying out the duties of this position
  • Focus on student success, service excellence, and willingness to assist colleagues District-wide, as needed

Education and Experience Requirements:

  • Bachelor’s degree from an accredited college or university with major course work in computer science, information systems management, business management, organizational leadership, or a closely related field; and
  • Six (6) years of related experience, with four (4) years at the senior level managing a large Information Technology Services department in a complex technical environment such as a college or university. Experience leading computer support teams in an academic environment is highly desirable. Certificate in project management is desired.
