DESCRIPTION. The City of Creedmoor is approximately 20 miles north of Raleigh and northeast of Durham with approximately 4,900 residents. The Creedmoor Finance Department has received the Government Finance Officers Association’s Certificate of Achievement for Excellence in Financial Reporting for the past 11 years in a row.

We are seeking a full-time Finance Director, who is an experienced professional with strong interpersonal and financial competency skills to oversee the city’s $4M budget and $8M general fund reserves. The Finance Director is responsible for providing oversight on accounting, payroll, cash management, investment portfolio management, and financial reporting. This position requires excellent written/verbal communication skills to effectively convey financial topics to staff, elected officials, and citizens. The position is also involved in all financial aspects of capital improvement planning and budgeting, strategic planning, grant administration and governing the American Rescue Plan Act of 2021 (ARPA) funding.

This position requires the use of independent judgment and initiative and considerable knowledge of state laws as well as the Local Government Budget and Fiscal Control Act, Federal grant requirements, ARPA guidelines as well as staying abreast of potential changes. Other duties include, but are not limited to: preparing and presenting complex and detailed fiscal reports of a budgetary or financial nature; organizing and directing the work of an Accounting Technician and Finance Clerk as they support all accounting, budgeting, financial reporting, payroll administration, and investment efforts. The Finance Director will be evaluated through conferences and by review of records and reports to determine the effectiveness of collection methods, legal compliance with applicable statutes, and by independent audit of the financial records.

QUALIFICATIONS. Graduation from an accredited college with a Bachelor’s Degree and/or Masters in Accounting, Business Management, Finance, Public Administration or related field and considerable experience in accounting, grant management, preferably in a municipal, county or state government finance office; or an equivalent combination of education and experience.

SALARY. The starting salary for this position is expected to be in the range of $63,688 to $75,819 with a maximum salary of $90,983 and will be based on qualifications and experience. The City offers a benefits package including 100% paid medical/dental/vision/life insurance for employee-only, membership in the NC Local Government Employees Retirement System, 6% 401(k) contribution with no match required, identity theft protection coverage; optional flexible spending account, life, disability, and other insurances; tuition reimbursement; 12 paid holidays; and 12 paid vacation/sick leave days annually.
