Position Description: GIS Program Manager

Ecompex, Inc. is currently recruiting a Program Manager to supervise a major Geographic Information System (GIS) program with the US Census Bureau. The Program Manager will have full responsibility for budgeting, planning, staffing, and on time implementation of projects. The Program Manager will directly support and interact with Census Bureau senior leadership and Geography Division leadership on the status of multiple GIS projects such as the review and correction of boundaries; digitization of boundary changes, spatial feature and address updates; maintenance of data sources. These tasks require knowledge of GIS services in the current market. The ideal Program Manager will have strong presentation skills, the ability to mentor technical leads and analysts, and be able to interact with clients.

Remote at start of project, with a transition to hybrid work in Suitland, Maryland at US Census Bureau when the building is ready for occupancy.

About 60 hours per work week.

Minimum Qualifications: GIS Program Manager

  • Minimum of five years of experience as a project manager for a large-scale GIS project

Desired Qualifications: GIS Program Manager

The ideal candidate will possess the following knowledge, skills, and abilities:

  • Has a proven record of accomplishment with effectively organizing, directing, and managing Geographic analysts and Geographic specialists
  • Experience with ESRI’s software such as ArcGIS
  • Experience managing a large scale GIS project that involves at least 100,000 sampled cases for all tasks, including geospatial review and evaluation, linear feature review, imagery processing, and automated change detection evaluation
  • Experience with Census Bureau’s Joint Application Geographic Updater and Reviewer (JAGUAR) applications
  • Experience with Census Bureau’s geographic database system MAF/TIGER
  • Ability to effectively communicate at senior levels within a customer organization
  • Can instantiate and maintain a team commitment to process execution and improvement, quality assurance and control, and exceptional customer service
  • Experience managing projects for a federal government agency

Required Skills: GIS Program Manager

  • High level knowledge of GIS services and tools in current market
  • Extensive use of all Microsoft Office suite of products and associated Web-based tools (e.g., SharePoint)
  • Strong communication skills and business acumen to deal with stakeholders at all levels
  • Excellent troubleshooting and risk management skills
  • Must be a U.S. Citizen or legally authorized to work in the U.S. and able to pass a rigorous background investigation to be placed in a position of Public Trust
  • Ability to communicate effectively, both orally and in writing

Responsibilities: GIS Program Manager

Duties include, but are not limited to, supervising, tracking, and managing complex, large-scale projects that include tasks such as:

  • Evaluation and correction of boundaries, linear features, and addresses in the Census Bureau’s geographic database system MAF/TIGER
  • Working with Census clients to update spatial features and addresses
  • Manual review of system change detection results to validate and confirm changes
  • Evaluation of data sources with pre-defined quality assessment checklists
  • Quality assurance using ArcGIS
  • Documentation and catalog data source characteristics and analysis results

Duties may also include:

  • Interacting with Census clients to ensure customer satisfaction
  • Presenting to Census senior leadership on program status
  • Mentoring technical leads and geographic analysts
