Reports to Human Resources Generalist

Position Summary

Under the supervision of the HR Generalist, the HR Specialist - Compliance is responsible for the timely maintenance, preparation and updating of the employee licensing file; as well as preforming activities related to the processing of a full range of personnel related transactions for staff such as providing copies, submitting inquires to appropriate departments, and following up on pending items. Maintain records and prepare reports related to employee compliance; preforms advance technical and clerical record keeping essential for TLC’s compliance standards and requirements.

Job Responsibilities:

  • Maintains knowledge and understanding of local, state, and federal laws
  • Maintains knowledge and understanding of Title 17 or 22 Licensing regulations
  • In partnership with the HR Generalist, oversee compliance within the HR Department
  • Maintains, updates, and reviews employees electronic and physical file to ensure timely and accurate record.
  • Monitor and communicate as needed with the management team, the requirements related to employee matters, including DOJ & FBI backgrounds, employee certifications, and other required employee annual renewals.
  • Ensure accurate and timely processing of employee records, including new hires and terminations.
  • Facilitate audits by providing requested records and documents to HR the Generalist quickly and efficiently.
  • Logging, tracking and responding when necessary to regulatory communications, including those from the Department of Motors Vehicles, California Department of Social Services, and Public Health.
  • Responsible for data collection and operational audits of personnel related data, systems, and practices. Elevate findings to the HR Generalist as needed.
  • Prepare compliance reports for annual audits, including I9 audits, licensing audits, and employee record audits
  • Assist the HR Recruitment in the HR Department
  • Carry out full-cycle recruitment including tracking, onboarding and orientation for all TLC employees.
  • Complete job postings, including submitting employment ads, generate sourcing leads on an ongoing basis, smart budgeting for recruitment methods.
  • Pre-screen applicants and sort through resumes and applications. Forward eligible applications to appropriate supervisor/director/department.
  • Reference checks
  • Assist with the scheduling, organizing, and conduct new hire orientations:
  • Ensure new employees have required documents to complete post-offer health screening, TB testing, Live Scan, and I-9.
  • Send out new hire events to employees via Paycom days before orientation.
  • Be knowledgeable of I-9 eligible documents and carefully inspect documents.
  • Present required orientation packets to new employees.
  • HR administrative duties: filing, fulfilling employee requests, memos, birthday/anniversary lists
  • Answering, screening, and directing incoming phone calls on an as needed basis.
  • Conduct trainings and collaborate on all staff development activities.
  • Listen and respond to all employee requests and complaints and initiate resolution process – all complaints go straight to HR Generalist
  • Develop and assist HR Generalist with any existing or new employee recognition/safety programs.
  • Assist the HR Generalist and other team members with special projects and other duties as assigned.

Qualifications:

  • Bachelor Degree preferred, AA with 1 year experience
  • One to two years of human resources experience.
  • Ability to accurately create, edit and correct written documentation.
  • Must consistently possess and maintain a professional positive and friendly demeanor.
  • Ability to maintain strict confidentiality in regards to employee/management data and information.
  • Demonstrate strong interpersonal skills and always interact with tact and professionalism.
  • Ability to work in a team-centered environment.
  • Maintain a calm presence during difficult, stressful, and challenging situations.
  • Ability to independently set priorities and organize work responsibilities to ensure completion of assigned tasks within preset timeframes.
  • Ability to communicate effectively orally and in writing to all levels of staff, visitors, and outside entities.
  • Ability to communicate and work effectively with people of diverse cultures, education, social, and economic backgrounds.
  • Proficient in computer operations to include the following software: Microsoft Office (Word, Excel, Outlook).

PHYSICAL DEMANDS AND WORKING CONDITIONS:

This position is primarily housed in a temperature controlled office. Moderate telephone use with a handset. Dexterity of hands and fingers to operate a computer keyboard. Frequent use of computer programs 4-5 hours a day on average. Generally the job requires 70% sitting, 10% walking, 15% standing, and 5% bending, squatting, and kneeling. Ability to lift 10-25 lbs.

Pay: $23.45 - $25.90 per hour
