Job Description :

Joining the Secret Service, Office of Protective Operations, Special Services Division will allow you to oversee and plan the daily operations of a team that provides screening and escort of all vehicles delivering solicited cargo, vehicles and packages to a variety of permanent sites and restricted access areas.

The selectee will serve as an Operations Security Screening Program Manager in the Office of Protective Operations, Special Services Division. Typical work assignments include:

  • Directing, managing and conducting program operations and protective activities related to in-bound packages, equipment and supplies. Performing liaison activities and coordination with key stakeholders, such as the White House staff and counterparts assigned to the Executive Office of the President, Office of Administration, the Department of Treasury, National Park Service and United States Secret Service (USSS) Divisions regarding highly sensitive screening operations and customer service issues that directly affect large segments of the USSS protective mission.
  • Conducting economic and cost-benefit analysis; developing operating budget with justification for program for senior level review and approval. Serving as the Contracting Officer's Representative for the funding budget/financial management implementation, planning, reporting, inter-agency coordination and program enhancement.
  • Analyzing, evaluating, and defining program metrics. Conducting specialized economic and cost systems analyses, documenting assumptions and constraints, collecting empirical data and recommending solutions.
  • Briefing senior White House and agency stakeholders on Program operations, security issues including classified information Developing action plans to implement approved recommendations; contacting all applicable internal and external stakeholders in disseminating program information to avoid fragmented and delayed information and to ensure and promote consistency in information.
  • Performing required research and applying knowledge management and best practices in resolving problems impacting the Program. Researching best commercial law enforcement and protection practices in areas of vehicle/cargo screening management.

The Operations Security Screening Program Manager position starts at a salary of $112,015 (GS-13 step 1), with potential to $145,617 (GS-13 step 10).

  • Obtain and maintain a top secret Tier 5 clearance.

  • Financial disclosure required upon onboarding and annually thereafter.

Qualifications

Specialized Experience:

GS-13:You qualify for the GS-13 level (starting salary $112,015) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: directing, managing and conducting program screening activities; performing liaison activities regarding sensitive screening operations and customer issues; implementing and reviewing policies and Standard Operation Procedures; overseeing employees’ orientation, training and screening operation assignments; and providing expert advice to senior level stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
