Summary Objective
The Project Engineer concurrently understands, advises, and manages the technical content considering technical and operational requirements, and whether the required expertise fit with Marshall Industrial Technologies (MIT) in house and subcontracted technical capabilities. Supports the creation estimates (bids) and analysis of supporting technical documents for multiple moderate to large projects. Like the Service Rep, the Project Engineering can drive and manage projects of various scope, size, and complexity, but without the line supervisory responsibilities.
General Responsibilities
· The Project Engineer is responsible for supporting the development of estimates (bids), assuring appropriate technical, quality, operational risks, and profitability requirement associated with those bids are considered. Service Rep is the primary communicator of project updates, quality requirements, and customer requirements and requests to the Program Manager and Group Manager.
· Prepares and submits numerous project estimates (bids) of moderate to large size, ensuring the bids fit and meet the desire strategic direction of the company
· Responsible for understanding, continuously tracking, and making recommendation to improve the technical capability of MIT inhouse trades and service, to align with strategic direction and plans.
· Ensures that technical compliance of Safety Systems and training associated with the execution of their project(s), making sure these systems are up to date and are effectively implemented for use by crews in the field.
· Ensures Technical Project Goals are met or exceeded, including Safety, Quality, Employee Training and Development, Efficiency and Utilization within department and with other departments, Cost & Profit, and Housekeeping and plant organization.
· Work with Service Reps and Foreman to they understand the technical importance of new or non-standard methods applied in a project. Determine the requirements for quality and/or validation testing and assists with the best means of implementing them.
· Identifies training and technical communication opportunities, as observed while working with MIT crews.
· Technically advises the apprenticeship Program for their department(s), ensuring the training program meets current and future department needs, providing appropriately trained, entry level resources.
· Helps ensure that the Bid Revenues (Sales) Volume necessary to meet Marshall annual objectives is met.
· Drives Cost Controls - understands cost performance of all their projects under management on a weekly basis. Escalates cost overruns to Group Managers as soon as they are discovered. Participates in root cause investigations for cost overruns and is a stakeholder for providing the detailed information associated with such overruns to ensure corrective actions are implemented to mitigate future opportunities.
· Technical advice on development of group personnel in their home Group, fields of expertise, or other groups or tasks as assigned.
· Advise the group’s service reps and foremen to understand and maintain the required behavior conformance of all personnel under direction to Marshall and/or customer standards.
· Can participate in audits that ensures housekeeping, quality, and safety conformance of jobsites, including trailers, trucks, laydown, and waste storage areas, to Marshall and/or customer standards.
· Develops and maintains their own technical competence.
· Handles routine activities and requirements of the role efficiently and in an organized manner (on automatic). Completes other supporting tasks as assigned by Group Managers.

· Safety (Department Reporting of Foreman and Service Rep completion of Total Recordable Incident Rate, % Toolbox Talks Completed, Incident Investigation Participation, etc.)
· Quality (Department Reporting of Foreman and Service Rep completion of % Weld Failure, Punch List Completion Rate, # of Commissioning Rewiring Incidents, MTR submittal tracking, warranty claims tracking, etc.)
· Project Productivity (Department Reporting of Foreman and Service Rep completion of schedule completion, absenteeism, start-time conformance, crew training completion, etc.)
· Cost & Profit (Department Reporting Manager and Service Rep completion of bids On Time Submission, completed/won, departmental staffing costs - actual to estimate, departmental material costs - actual to estimate, % on-time bid submittal, % profit on bids submitted, etc.)
· Housekeeping (Department Reporting of Foreman and Service Rep completion of Service Rep audit score, Customer Complaint tracking, etc.)
Working Relationships
· The Project Engineer reports to a Group Manager
· On certain projects, the service rep may be directed by others, such as the customer, a general foreman, or a project manager
· The service rep has a supervisory relationship to personnel assigned to projects under management
· The service rep has client relationships with our customers
· The service rep give feedback to foreman regarding suggested training and development opportunities, assisting foreman with training coordination obligations for employee development.
Technical Qualifications
A Project Engineer has a BS in Engineering (Mechanical, Industrial, Electrical or Civil preferred) or equivalent of 10-15 years qualifying technical or trade experience in industrial maintenance and construction.
Job Demands
Physical ability to access jobs, operate equipment, demonstrate work processes, tolerate site environments, and coordinate work shifts as substitute foreman when required.
