Job Description :

As the Senior Director – Financial Management Services (FMS), you will build and launch Accords financial management services program in accordance with MN Department of Human Services. This includes planning and building out the framework of the program, and launching it in 2024. Additional responsibilities include developing best practices and procedures to support the needs of the communities, and building the team necessary to sustain the FMS program.

Essential Responsibilities:

  • Complete the RFP to be submitted in 2023, for program launch in 2024, and maintain RFP requests moving forward
  • Develop framework for Financial Management System department including policies and procedures
  • Build out team necessary to process FMS employee timesheets, vendor payments, expense reimbursements, workers’ compensation enrollment, and federal and state tax filings
  • Assure the fiscal viability of programs including seeking new funding sources, maintaining positive relationships with funders, and utilizing effective marketing strategies.
  • Ensure compliance with DHS licensing for Financial Management Service licensing and other federal and state laws, regulations and administrative rules that apply to program areas.
  • Apply the Entrepreneurial Operating (EOS) system and tools to align program initiatives with business objectives.
  • Plan, develop, implement, and grow existing and new programs that reflect the needs of the communities and adhere to best practice and evidence-based models.
  • Measure, manage, report and drive employee productivity using EHR, Excel, and other data tools; ensure accountability, promote performance, and meet business objectives.
  • Promote and model best practices in service delivery including person-centered planning and personal empowerment approaches.
  • Collaborate across teams and programs to monitor and evaluate assigned programs, policies, and procedures; implement changes in procedures as assigned and make recommendations for policy changes when needed.
  • Work closely with the Quality & Compliance department to identify and meet training needs.
  • Prepare an annual budget, provide continual fiscal oversight, forecast and authorize the expenditure of funds for assigned programs.
  • Communicate, implement and interpret agency-wide policies and procedures.
  • Direct the selection, training, supervision, performance management and evaluation of staff in assigned programs.
  • Model effective leadership skills and mentor the growth and development of leaders in assigned programs.
  • Serve as a representative of the agency to the people we serve, our community partners and external constituents.
  • Make program presentations to committees, boards, commissions, funding sources and other community groups and represent the agency on outside advisory boards, committees and commissions.
  • Perform other duties as required or assigned.


Education:

  • Bachelor's degree in accounting, finance or related field
  • A certified payroll professional or certified public accountant preferred.


Experience:

  • Position requires a minimum of 8 years of work experience in the field of finance, payroll and/or human services working with older adults and people living with disabilities.
  • Minimum of 8 years of experience in a supervisory capacity.
  • Proficient in GSuite, Excel, and third party analytics.
