ACQISITION SUBJECT MATTER EXPERT

Functional Skills:
Works on high­visibility or mission critical aspects of a given program and performs all functional duties independently. Provides client management with advisory guidance and hands on tactical implementation of acquisition lifecycle support. Provides full lifecycle knowledge and ability to research compliance, analyze requirements and application to specific program, and develop, coordinate and staff acquisition artifacts for signature.
Additional specific tasks are:

Assess program compliance and perform gap analysis with recommendations on how to proceed
Prepare for and develop acquisition decisions briefings and artifacts
Research and advise on acquisition lifecycle requirements and compliance
Knowledgeable and experienced in interpreting and applying the FAR, DFAR, and any agency specific policies to acquisition program and requirements
Draft, review, refine, and maintain acquisition artifacts
Draft, review, refine procurement artifacts such as statement of works, market research, and other documents
Establish Plans of Action and Milestones (POA&Ms), and prepare briefings and executive correspondence to explain, defend, and advocate for the program
Work with technical program staff to understand program progress, risks, and mitigations
Communicate status, recommendations, progress, and concerns
Analyze data to produce metrics and briefings to provide advice and recommend solution

Strong written, oral, analytical, and research skills. Works with a team and independently.
Works directly with customer to perform tasks. Hands on member of the team. Provides strategic advice, technical guidance, guidance and expertise to client management and team.
May have supervisory responsibilities.

Knowledge
Department of Defense Acquisition Statutory, Regulatory, Policies, and Guidance and application to the specific IT acquisition program
Multiple Acquisition Lifecycles, compare and contrast, and conditions to apply to an
IT acquisition program
Prepare justification briefing and white papers related to acquisition lifecycle implementation
Ability to develop recommendations and transition documents to move from one life cycle to another lifecycle

Agile Principles and application to software development and acquisition
Configuration management of artifacts, ability to staff, and incorporate comments with disposition and coordination as required to address all comments satisfactory

Years of Experience
10 + years of IT acquisition experience
Minimum 5 years of DoD specific acquisition experience

Degree
Masters degrees
DAWAI Level III or similar certification

Clearance
Secret
