Capture Manager, Choctaw Professional Staffing

Job Purpose or Objective(s): Working with the Business Development Director, the Capture Manager managers oversee opportunities after it has been qualified. Duties include orchestrating bid strategy, providing oversight of the development of proposal volumes, conducting market and competition analysis, identifying win themes, and creating, leading, and supporting capture and business development proposal teams. May be asked to serve as proposal manager for less complex proposal submissions.

Primary Tasks:

  • Responsible to follow corporate processes for business development and capture management, works closely with the responsible business development team, supporting the transition from opportunity identification into capture efforts, managing the capture team to successfully bid and win contracts, contacting and interfacing with existing and new clients and partners, communicating the organization's core capabilities, establishing internal and external teaming, and managing bid and proposal funding.
  • Conducts research and uses information compiled by the staff to determine the best price and the best slate of services for the bid.
  • Closes the deal or makes the final sale and brings in new business for the company for the best possible price.
  • Understands every aspect of a business opportunity including the scope of the project, how many resources will be needed, the impact on schedules, competitive pricing, and budget concerns
  • Assigns sections of the proposal to the appropriate experts on the team.
  • Holds meetings to ensure the work on the proposal is moving forward quickly enough to meet the deadline.
  • Establishes and builds relationships with prospective and existing clients.
  • Develops a plan for making regular contact with prospective client targets.
  • Studies key competitors.
  • Works with proposal developers to ensure that a top-notch proposal is submitted to the prospective client.
  • Other assigned duties.

Required Education, Skills and Experience:

Minimum

  • Bachelor’s degree in Computer Science, Information Science, Finance, Marketing, Management, or a related field.
  • Must have experience capturing accounts.
  • Experience in the development of competitive pricing strategies and associated cost proposal
  • Must have strong negotiating skills.
  • Excellent analytical skills are essential.
  • Working knowledge of all contract types.
  • Functional knowledge of FAR, DFARs and CAS.
  • Strong communication, interpersonal and organizational skills.
  • Be able to work within a fast-paced environment with tight deadlines.
  • Advanced/Expert with Microsoft Excel.

  • Target
  • Master’s degree in Business Administration or Management.
  • Experience in capturing and winning business development opportunities with emphasis on opportunity qualification, stakeholder engagement, solution development, and proposal submission.
  • Proven record of success managing and winning capture efforts within the commercial & government field.
  • Proposal management experience.
  • Experience in the development of and successful negotiation of teaming agreements.
  • Experience working in healthcare and staffing.
  • Experience with Tribally owned businesses.
