JOB
This is highly technical professional engineering work relating to review, analysis and evaluation of development orders and other new improvements within the Village for compliance with accepted policies, standards and regulations. Work is performed under the general supervision of the Developmental Services Director. The fundamental reason for this position exists to formulate, install, modify, and improve the activities involved in management of highly complex multidisciplinary planning and development activities, private development plan review, inspection and permitting processes within Islamorada, Village of Islands. This is highly responsible administrative and technical work directing all aspects of planning and development service functions of the village. Work is performed under executive direction. Position requires use of Village vehicle in performance of duties.

EXAMPLE OF DUTIES

The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)Reviews, analyzes and evaluates development orders within the Village and makes recommendations on compliance with existing land use code, accepted policies and standards in the areas of drainage and storm-water management, roadway and driveway access management and subdivision standards.Reviews applications and makes recommendations on the issuance of commercial driveway permits.Conducts field inspection of commercial development orders and driveway permits to determine compliance with approved plans and permits.Coordinates subdivision development order review and the inspection activities of Subdivisions with the other necessary departments.Performs pre-application meetings with applicants, engineers, and consultants concerning feasibility of potential projects.Receives, investigates and responds to engineering related citizen’s inquiries about ongoing development orders.Uses computer applications and the geographic information system in the review and tracking of development orders.Drainage review of building permit application, land clearing, fill and excavation permits.Knowledge of modern techniques, methods, procedures, principles and practices of all phases of engineering and the ability to apply them. Knowledge, understanding and ability to use ArcView, and other Geographic Information System maps.Knowledge of traffic engineering and roadway design.Knowledge of storm-water management system design and computer modeling of stormwater systems.Must have good interpersonal and communication skills to deal with public.Outstanding project management and organizational skills.Excellent oral and written communication skills.Expertise in the use of MS Word, Excel, and Outlook is essential.Ability to review engineering plans, programs and activities.Ability to review and evaluate work of technical and professional personnel and consultants. Ability to establish and maintain effective working relations with supervisors, municipal officials, consultants, and the general public. Ability to plan, organize and coordinate work assignments. Ability to communicate engineering information effectively, orally and in writing.Performs other related duties as assigned.

MINIMUM QUALIFICATIONS
Requirements for Position: Minimum Qualifications: Graduation from an accredited four-year university with a degree in Civil Engineering. Five (5) years of progressive experience in the field of Civil Engineering. Possess, or within (6) months of employment, obtain a Professional Engineer Registration in the State of Florida.Must maintain good interpersonal and communication skills to deal with public. Must be able to speak, write, and comprehend English language. A comparable amount of training and/or experience may be substituted for the minimum qualifications, except for the required registration. Preferred Qualifications: Master's degree in Engineering, Architecture, Construction Management, Business Management, Public Administration, or Urban Planning and ten (10) years progressively responsible management experience in engineering, architecture, construction management, urban planning, community development or a related field. State of Florida Professional Engineer (PE). Physical Demands: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20 pounds). Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally. Work Environment: Performance of essential functions may require exposure to adverse environmental conditions, such as humidity, temperature extremes, or traffic hazards. Cubicle work environment may be noisy at times.
