Job Description :

The Site Engineer is to serve as the technical support for the facilities that they have been assigned. This support takes many forms including identification and assistance with resolution of compliance issues, management of technical consultants, technical liaison with regulatory agencies, preparation and management of permits, management of technical aspects of construction activities from RFP preparation through certification of the work.
RESPONSIBILITIES OF POSITION
The following tasks are to be performed in full communication and coordination with the site manager.

  • Develop a working knowledge of the site. This should include physical features of the site such as storm lines, sanitary sewer lines and discharge points, UST’s, zoning restrictions, etc.
  • Develop a working knowledge of the sites’ permits. The knowledge should include ground water, surface water, solid waste, and air permits.
  • Develop a rapport with the regulatory agencies for the sites.
  • Keep the site managers informed of all pertinent engineering and environmental activities on their sites.
  • Track and keep site manager apprised of capacity (air space, through put, etc.) of the facility
  • Identify environmental issues with the site and work with the site manager and site team to develop solutions.
  • Manage the implementation of the environmental solutions under the site manager’s direction.
  • As appropriate, prepare RFP’s, perform bid evaluations, and serve as project manager of technical contracts. Project management responsibilities will include administering the contract and managing the budget and schedule for the activities.
  • In coordination with the site manager, develop and maintain a five-year schedule for the facility. The schedule should include closure activities, construction activities, and significant compliance activities.
  • Review compliance tracker program at least monthly and develop action plans, to meet specific deadlines, for consideration of site management.
  • Develop a five-year plan for the facility to address expansion, soil requirements, closure, or compliance.
  • In coordination with the site management, manage environmental submittals to achieve zero administrative (on-time, complete) violations.
  • Working with the site manager, determine projects required for the next fiscal year and review with appropriate GM by January 1.
  • Meet with site manager for smaller sites like truck depots, (conference calls or Skype for Business, are appropriate) to review status on environmental and engineering issues monthly.
  • Prepare the budget input (cost and schedule) for technical projects, including compliance monitoring and reporting.
  • Know the status of and participate in developing any environmental corrective measures for your site (includes ground water, surface water, solid waste, and air).
  • Perform and/or coordinate through the site compliance inspections and reporting as required by the permits.
  • Other duties as assigned.

REQUIREMENTS/SKILLS

  • Excellent verbal & written communication skills.
  • Ability to follow all department rules, procedures, and instructions.
  • Ability to work independently and as part of a team.
  • Ability to exercise good judgment and take responsibility.
  • Ability to take directions from multiple sources and prioritize accordingly.
  • Additional skills may be required to perform task(s) specific to work location, department, or line of business.

QUALIFICATIONS

  • Bachelor of Science Degree in Civil, Environmental, or Geotechnical Engineering or related field. Experience or studies in Solid Waste preferred
  • Legally eligible to work in the United States.
  • Experience in AutoCAD, Civil 3D, and Trimble Office GPS is preferred.
  • Must be proficient in Microsoft O365 (Word, Excel, and PowerPoint).
  • Must be able to successfully complete pre-employment drug testing.
  • Good driving record; able to meet Rumpke driving qualifications.

  • Exposure to extreme weather conditions.
  • Exposure to residential, commercial, and special waste.
