Telecommunications Engineer– 2.9 PWS (Draft) 2.3.2023

Position Summary

This position supports the Department of Energy (DOE) Western Area Power Administration (WAPA) Sierra Nevada Region (SNR) in Folsom, CA. The Telecommunications Engineer supports SNR’s telecommunications infrastructure including networks, systems, equipment, facilities, and data according to WAPA standards, policies, and procedures.

Duties/Responsibilities

· Design, develop, implement, maintain, and enhance SNR’s telecommunications infrastructure including networks, systems, equipment, facilities, and data according to WAPA standards, policies, and procedures.

· Maintain proficiency with legacy, current and developing technologies and software’s related to telecommunications and fiber-optic telecommunications network design (inside plant) which include network operating systems, software and hardware integration, infrastructure planning and installation (outside plant), and enterprise management.

· Coordinate and collaborate with Information Technology professionals, technical committees, power and network engineers, craft personnel, and internal and external customers.

· Perform analysis, configuration, and troubleshooting support on the design, reliability, and maintainability of existing WAPA systems (i.e., PBX systems, DNS, IP Telephony, SIP trunking, VPN, QoS, carrier grade optical fiber networks, microwave radio systems, Carrier Grade Ethernet, MPLS, TDM, SONET, SCADA, UHF, and VHF).

· Evaluate and compare existing WAPA systems, equipment, and transmission media (e.g., copper cable, coax, optical fiber cable, waveguide, radio, etc.) to others with physical, economic, and time limitations.

· Provide telecommunication design support for new and existing facilities, including space and power requirements.

· Develop documentation that includes design capabilities and use block diagrams to demonstrate and interpret existing and proposed systems solutions.

· Present solutions to management and answer technical questions during oral presentations.

· Assist with developing and interpreting telecommunication and fiber-optic related requirements documents (i.e., Statement of Work, Performance Work Statement, and Independent Government Cost Estimate) for communications installation and construction contracts.

· Coordinate and manage the inputs from WAPA personnel and internal/external customers and agencies to successfully solicit and award procurement package requirements.

Additional Knowledge, Skills, and Abilities

  • Autocad: proficiency in using Autocad and reading complex prints
  • Microsoft: proficiency using Microsoft Excel, Word, and Power Point
  • Softskills: teamwork, problem solving, communication, adaptability, critical thinking, time management and interpersonal skills
  • Technical writing: Ability to create technical and business process documentation to varying complexity levels
  • Technical: Deep understanding of networking protocols (e.g., IPSEC, HSRP, BGP, OSPF, 802.11, QoS)
  • Technical: Solid understanding of the OSI or TCP/IP model
  • Technical: Hands-on experience with network management systems, monitoring, network diagnostic and network analytics tools

Education and Experience

· Bachelor’s Degree in Electrical or Electronics Engineering

· Minimum of 10 years’ experience in the high voltage electric utility industry. Experience in the planning, designing, development, testing and analysis of all types of communications systems moving voice and data including monitoring, routing, MPLS, VLAN’s, IP Telephony, SIP trunking, microwave radio systems, fiber optic systems, and/or mobile radio systems, and traffic engineering

All work shall be performed in accordance with the contract Statement of Work.Services provided under this task shall be in accordance with all applicable laws and regulations.

Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from an accredited educational institution/ organization approved by the U.S. Department of Education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
