Primary Responsibilities:

This analyst position provides CM support to NAWCAD AIRWorks, Lead System Integrator (LSI) for the Unmanned Mission Control Station (UMCS). The analyst will be part of a team which supports product development, system installation, and associated Technical Data Package (TDP) creation for UMCS installation aboard U.S. Navy Aircraft Carriers, shore operational and test sites.

The PA is a member of the Data and Configuration Management (CMDM) Team, responsible for developmental and traditional configuration management (CM), technical, and managerial support as required by the Naval Aviation Maintenance Program (NAMP) and applicable government and/or industry CM guidance and standards. Other responsibilities include:

  • Develop and manage the AIRWorks UMCS Configuration Management Plan (CMP)
  • Support UMCS Project Lead with data management configuration management, planning and implementation of finalized installation TDP documentation
  • Support planning for Naval Aviation Logistics Command Management Information System/Optimized Organizational Maintenance Activity (NALCOMIS/OOMA) stand-up in support of UMCS installations and activities
  • Support planning for requirements and development of UMCS technical publication library

In the accomplishment of duties the PA will collect, analyze, organize, and interpret data related to project execution, in meeting Program Execution Strategy (PES) deliverables. The PA will also apply best practice processes for project execution analysis, reporting, documentation, and data management in accordance with AS9100 requirements.


Tasks Performed:

The PA will directly support the UMCS Project Lead through technical and managerial duties supporting development and management of shipboard and shore-based UMCS configurations, and TDP required for system testing, initial operational capability (IOC) and sustainment. Specific duties include, but not limited to:

  • Support tracking, documentation and management of UMCS systems and site configurations for ship and shore based installations
  • Support TDP development for maintenance, logistic support, and sustainment planning activities
  • Support Program Office data-calls for NAMP, NATIP and NAVSEA logistics elements
  • Support development of installation information, guidance, control, and interface requirements documentation (e.g. IIP, IGD, ICD)
  • Support development of UMCS, system and site specific Hardware/Software Configuration Matrix (HSCM)
  • Support TDP development for Interim Authorization to Test (IATT)/Authority to Operate (ATO) requirements
  • Support UMCS baseline development and documentation for lead system integration
  • Support UMCS baseline change management through traditional CM processes like Engineering Change Proposals (ECP) and Engineering Change Notices (ECN)
  • Support Program Office adjudicating ECP through conduct of Change Review Boards (CRB)
  • Planning and documentation of "system under test" configuration(s)
  • Maintain the AIRWorks UMCS CMP as needed, to support policy and processes required by PES
  • Develop CM tools and processes for interim site/activity configuration management in lieu of, and in preparation for NALCOMIS/OOMA stand-up
  • Support Program Office management, documentation, and tracking of pre-baseline system design changes
  • Support the UMCS Team across all sites and functions with configuration information, CM tools, and processes to assists with AIRWorks product development in support of UMCS installations
  • Assist Data Manager with repository management and data delivery processing


Education:
Bachelor's Degree from an accredited college or university. Master's Degree from an accredited college or university.


Experience:

JOURNEYMAN (Mid): A Journeyman level person within a labor category has 3 to 10 years of experience related to the functional duties for that labor category and a BA/BS degree. A Journeyman level person typically performs all functional duties independently.


SENIOR:
A Senior level person within a labor category has over 10 years of experience related to the functional duties for that labor category and a MA/MS degree. A Senior level person typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior level person may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.


Allowable Experience/Education Substitutions
: Bachelor’s Degree plus four (4) years' additional relevant work experience may be substituted for a Master’s Degree. Six (6) years of Additional Relevant Work Experience may be substituted for a Bachelor’s Degree OR Associate’s Degree plus four (4) years of Additional Relevant Work experience may be substituted for a Bachelor’s Degree.


Other Desired Experience:

  • Ability to communicate and adapt well in dynamic team environments
  • Good organizational skills
  • Strong skills in Microsoft Word, Excel and PowerPoint
  • Knowledge and experience with use of SharePoint with metadata
  • Desired familiarity and/or experience with:
    • NAVAIR SETR events
    • NAWCAD/NTDSED Training for CM;
    • CM certified NALCOMIS Admin
