Purpose of Position:

Under the supervision of the Assistant Finance Director, this position is responsible for the oversight and monitoring of the financial accounting and recordkeeping by performing a variety of accounting duties. Work involves verifying, recording, billing and processing of financial records and data, requiring the application of standardized policies and procedures, with an emphasis on payroll, billing, cost and grant accounting.

Essential Duties and Responsibilities:

To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.

  • Process and analyze daily labor, equipment and materials use reports; reviews work and maintains standards
  • Keep log on crushing operation, pay rock royalties, etc. Work with county auditors in preparation of the analysis of materials and supplies and annual reporting of crushing operation costs and revenues
  • Under the supervision of the Finance Director,prepares and monitors annual highway and human services budget
  • Job cost accounting for labor, equipment, materials, receipts, vouchers, and journals
  • Applies principles of accounting to analyze financial information and prepare the following reports:
  • Labor and fringe benefits cost report to compute annual incidental labor rate
  • Shop cost report to determine equipment rental rates
  • Job cost reports for reimbursement on State highway maintenance/construction projects, including federal and state aid grants and fuel tax refund
  • Incidental cost reports such as insurance, material storage and radios for state reimbursement
  • Equipment rental rate report and equipment operations Cost pools for WIDOT and all other required WIDOT reporting.
  • Accrual balance reports
  • Prepares machinery rental rates according to state guidelines, including classifying, declassifying equipment and setting the non-classified rates.
  • Maintain fixed assets, including computation of depreciation and other assets
  • Integration of systems (Fuel Master, CollectiveData, Chemspro, Avatar, eWisacWis, New World Financial, Netsmart, Nightingale Notes) or any other collaborative software
  • Oversight of annual inventory and maintenance of annual of inventory reports
  • Receipts monies received , reconcile and manage bank accounts; perform debt collection in accordance with current policy
  • Reconciliation of all general ledgers monthly; processes and reviews voucher preparation and journal adjustments
  • Assists Finance Director and auditor with book closing, cost allocation, audit and year-end financial reporting
  • Prepare monthly billing and claims to appropriate payment sources, with proper coding or identifying details, for services provided; promptly investigate and research unpaid or denied invoices and claims to maximize revenues
  • Coordinate all authorizations with Wisconsin Physicians Services – Third Party Administrator for the children’s Long Term Support Waiver Unit
  • Prepare and reconcile the State eWisacWis financial system to process payments for out of home placements
  • Review employee payroll data, vouchers, and per diems to ensure completeness, compliance, and accuracy
  • Process payroll information by collecting, importing, exporting and entering data to ensure completeness, compliance and accuracy
  • Verify payday register report, checking account numbers, employee salary rates, and ensure all active employees are being paid
  • Confirm payroll file transfer amounts and payroll data with the bank. Notify proper county employees.
  • Process and distribute terminated employees to Wisconsin Retirement System
  • Calculate annual budgeted salaries for departments and proration figures for part-time employees
  • Thorough understanding of Personnel Policy and contracts
  • Process ACH Payments for federal and state withholding after each payroll
  • Provide confidential clerical support to Finance staff as needed
  • Collect and fill out employment verification, credit applications and accident damage claims and respond to other organization requests via fax, email or telephone
  • Maintain knowledge of grant requirements, balance and close out grand funds annually
  • Maintain up to date credentialing of clinicians and agency; obtain accurate and timely prior authorizations when required
  • Maintains confidential case records including electronic health records and billing data; abide by laws and regulations related to HIPAA, billing and coding
  • Update and maintain basic codes, rates, and setup in systems; work with internal and external programmer/analysts to maintain databases
  • Utilize software to maintain and track data and perform monthly closing; ability to use software to produce statistical and financial reports
  • Possess excellent communication and interpersonal skills to interact with insurance representatives, clinicians, and clients in person or with technology
  • Provide backup duties to the Finance Director, Assistant Finance Director and other Accounting staff as needed
  • Other duties as assigned

Minimum Qualifications:

Associate degree from an accredited technical college or vocational school in accounting or related field OR at least 7 years of experience in cost accounting, finance, or payroll (two additional years of experience may be substituted for education). Experience with computer payroll systems, computer data entry, automated spreadsheets and payroll records.

Preferred Qualifications:

Bachelor degree from an accredited university/college in Accounting or Finance with five years of accounting or finance experience. Accounting experience in a government setting is preferred. Experience working with fixed assets and payroll is preferred.

Knowledge, Skills, and Abilities:

Ability to organize work and develop work procedures with minimum supervision; Ability to establish and maintain effective working relationships with Finance Director, Highway Commissioner, Assistant Finance Director, County Board Supervisors, Administrative Coordinator, Insurance/Risk Manager, Human Resources Manager, department heads, DOT personnel and financial auditors, staff and general public.

Must be dependable, tactful, and maintain confidentiality. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios, and percentages. Must be able to read, write, and understand English, both orally and in writing.

Ability to analyze data and information using established criteria, in order to determine consequences and to identify and select alternatives. Ability to compare, count, differentiate, measure and/or sort, as well as assemble, copy, record and transcribe data and information. Ability to classify, computes, tabulate, and categorize data and information, following a prescribed plan requiring the exercise of some independent judgment. Ability to appropriately process confidential employee information. Ability to use functional reasoning and apply rational judgment in performing diversified work activities. Ability to appropriately exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria.

Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations. Ability to utilize a variety of advisory and design data and information such as time reports, materials slips, cost reports, insurance claims, billing invoices, vouchers, right-of-way permits, account journals, registers, meeting agendas and minutes, ledgers, manuals, computer software operating manuals, accounting principles and manuals, accounting methods, County ordinances, State statutes travel policies, and CHEMS and New World manual. Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships. Ability to interpret basic descriptive statistical reports. Ability to operate office equipment and machinery requiring simple but continuous adjustments, such as computer terminal, computer printer, calculator/adding machine, typewriter, photocopier and fax machine. Ability to coordinate eyes, hands, feet and limbs in performing skilled movements such as rapid keyboard use. Ability to exert light physical effort in sedentary to light work, typically involving lifting, carrying, pushing and pulling. Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms and sounds associated with job-related objects, materials and tasks.

Physical Requirements:

This work requires speaking and hearing, repetitive motions, frequently requires standing and reaching with hands and arms and occasionally requires sitting, walking, climbing stairs, balancing, stooping, kneeling, crouching, pushing, pulling and lifting. Work requires close vision, ability to adjust focus, color perception and peripheral vision, vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written computer data, operating machines and observing general surroundings and activities.

Special Requirements:

Environmental Ability:

Ability to work under generally safe and comfortable conditions where exposure to environmental factors poses little risk of injury. Duties are performed in typical office environmental conditions.
