Position Overview:
The Town of Castle Rock has an outstanding opportunity for a Development Review Engineering Manager in our Development Services department. This position performs professional and supervisory work as the lead agent for managing the Town’s development plan review process and involves tasks such as project management, team coordination, and processing of site development, plat and construction plans. This position is responsible for ensuring all activity adheres to Town Council approved engineering design criteria, development agreements, conditions, and sureties. The Development Review Manager is responsible for ensuring long-range policies, goals and programs are implemented. They will perform duties in a manner consistent with the stated values of the organization.

This position is eligible for a 9/80 schedule, with every other Friday off.

Essential Duties & Responsibilities:

  • Responsible for coordination of land development projects from design through construction and occupancy. Directs and coordinates external meetings with applicants and Technical Review Committee, makes decisions regarding potential issues to maintain project timelines
  • Manages project schedules and facilitates design team meetings. Assists with development plan reviews, coordinates staff comments, and resolves issues to ensure consistency and compliance with adopted codes, standards and regulations and Council approved conditions
  • Ensures the review committee operates cohesively towards resolving plan issues. If necessary, incorporates input from the Development Review Committee or Department Directors
  • Schedules and chairs all project review meetings with appropriate staff
  • Coordinate staff review of sketch plans, rezoning, preliminary development plans, plats and related administrative construction applications
  • Conducts and leads meetings with applicants, citizens, and interested parties to ensure transparency and full disclosure of all land development activities
  • Prepares and presents staff reports to Council and Commissions as needed
  • Works closely with staff to ensure that all project files are maintained, legal documents are processed, appropriate sign-off occurs, and permit issuance meets the stated goals and policies of the project and Town Code
  • Supervises staff responsible for the coordination of construction project inspections and specific aspects of the plan review. Instructs, trains, prioritizes, assigns, reviews and plans work priorities; establishes performance standards and completes performance evaluations. Makes hiring recommendations and salary adjustments as appropriate
  • Suggests policy improvements and implements changes in accordance with established criteria
  • Ensures that all construction related activity adheres to the plans and agreements approved by staff, including conditions of development agreements and sureties
  • Prepares position papers and reports to ensure that all long-range policies, goals, and values are maintained, and coordinates such activities as directed
  • Oversees coordination of acquisition of easements and deeds and coordinates projects with other Town departments and outside agencies including consultants, developers, and landowners

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education: Bachelor’s degree in Engineering, Planning, Landscape Architecture, Construction Management, or related Community Development discipline

Experience: Five (5) years of closely related experience which includes (2) years of supervisory experience or an equivalent combination

Preferred Qualifications:

  • Registration as a Professional Engineer in the State of Colorado

Knowledge, Skills, and Abilities:

  • Advanced knowledge of policies, goals and practices related to community development, development plan review, land entitlement and construction activities
  • Ability to plan and act as lead worker on assigned projects
  • Experience in design and review of utilities, roadway, parks or development projects
  • Good written and verbal communication skills with all staff levels and backgrounds
  • Skill in supervising others
  • Working knowledge of office software (MSWord, MS Project, Excel, AutoCAD, PowerPoint and CAD)
  • Advanced knowledge and ability to read and understand contract documents, drawings and specifications
  • Ability to establish and maintain effective work relationships with citizens, developers, contractors, Town staff and project stakeholders
  • Ability to make appropriate independent decisions and provide solutions to complex problems

Job Type: Full-time

Pay: $100,666.18 - $114,737.79 per year
