YORK TOWNSHIP POSITION DESCRIPTION

POSITION TITLE: Finance Director

DEPARTMENT: Finance

REPORTS TO: Township Manager

JOB CLASSIFICATION: Exempt

POSITION SUMMARY:

The Finance Director is responsible for all financial operations of York Township including but not limited to the daily supervision of the accounting department staff, employee payroll, utility billing, accounts receivables/payables, investments, internal controls, audits, budgets, and financial reporting for the municipality.

ESSENTIAL FUNCTIONS:

  • Supervises staff responsible for the daily accounting and payroll functions of the Township.
  • Develops accounting systems and procedures.
  • Authorizes and monitors payment of all bills.
  • Establishes all necessary controls and procedures to ensure proper accounting standards and compliance with required ordinances and newly enacted legislation.
  • Prepares, develops and analyses all financial reports for management, the Board of Commissioners and all required regulatory authorities.
  • Develops the annual budget for presentation to management and approval by the York Township Board of Commissioners.
  • Prepares, analyses and distributes monthly budget variance reports to management.
  • Maintains and coordinates reporting of the employee pension funds.
  • Responsible for cash flow analysis and investment strategies of Township funds.
  • Oversees collection and status of accounts for the Township sewer system.
  • Coordinates and is responsible for the yearly audit of York Township and the York Township Water and Sewer Authority.
  • Responsible for maintaining adequate insurance coverage for the Township.
  • Acts as Township representative for York Adams Tax Bureau and York County Tax Collection Committee overseeing tax collection and recordation.
  • Coordinates and is responsible for compliance audits from the Pennsylvania Auditor General’s office.
  • Handles complex inquiries pertaining to the assigned area. Researches, investigates and responds to inquiries from regulatory agencies.
  • Attends Township Board of Commissioner meetings when necessary.
  • Support, coordinate and implement any needed financial & reporting issues with the Township’s stormwater management plan/program to assure compliance with the Township’s national pollutant discharge elimination system general permit for stormwater discharges and MS4s.
  • Other miscellaneous duties as assigned by the Township Manager.

QUALIFICATIONS:

Education:

  • Bachelors Degree in Business and Accounting.
  • Five (5) years of accounting and financial management experience.

Knowledge, Skills and Abilities:

  • Working knowledge of various accounting software packages and advanced capabilities in MS Office software products.
  • Prior supervisory experience.
  • Thorough knowledge of Township, State and Federal laws, rules, and regulations and specifically the First Class Township Code.
  • Ability to communicate effectively, both orally and in writing.
  • Self-motivated with ability to work efficiently, effectively and independently.
  • Ability to make decisions in a timely manner.
  • Ability to demonstrate good people skills with residents and employees.
  • Ability to establish and maintain cooperative and effective working relationships with co-workers, elected officials, and reporting agencies.

  • Ability to hear within normal range.
  • Ability to move about in an office setting.
  • Ability to lift 20 pounds maximum.
  • Ability to squat, stoop, and bend, for example accessing file drawers.

Job Type: Full-time

Pay: $70,000.00 - $90,000.00 per year
