\*\*\*The one position supports our sites in both Amador and Tuolumne Counties.\*\*\*
Definition: As a part of the ATCAA team, the Information Technology Manager (ITM) plays an essential role in ATCAA as a whole. The ITM is responsible for planning and managing the agency information technology resources. The ITM is responsible for technical support in the procurement, installation and maintenance of computer application and information systems; is responsible for operation and maintenance solutions for technology systems needs within the Agency; and provides instructional assistance to staff in the use and operation of computer equipment.

Distinguishing Characteristics: This is a specialized classification that involves the installation, maintenance and troubleshooting of computer networks, telephone systems and related components.

Job Duties and Responsibilities Related to This Position:
Information Technology Plan Development and Implementation

  • Participate in the development and implementation of the information technology plan covering agency networking and computing hardware, and software applications including systems and procedures; intrusion protection and firewall configuration.
  • Review, advise and report on short/long term technology and telecommunications planning, including evaluation and execution, balancing site specific, program specific (local) needs within the context of overall agency technology goals;
  • Work with Program Directors to coordinate and integrate their specific software and hardware needs with the agency’s technology system.

Technology Support and Oversight

  • Oversee and perform technical work relating to the installation and maintenance of computer and communications systems (i.e. networks, computers, and telecommunications equipment);
  • Maintain accurate and timely database records on status of equipment and service requests;
  • Confer with the agency’s Internet Service Provider(s) and other technology vendors as appropriate.

Electronic Information Security

  • Ensure that Intrusion Protection protocols and procedures are in place to provide a secure environment as mandated by ATCAA program such as ECS, Energy, and Shelter programs, for all physical computer equipment, data files, supplies, etc., including, but not limited to passwords, user protocols, virus protections and firewalls are in place;
  • Ensure that system backup procedures are performed regularly according to the predetermined schedule (with assistance from designated staff as appropriate).
  • Assist with privacy and security measures, or other protocols, related to data communications both internally and externally.

Information Services and Technology Procurement and Asset Management

  • Follow agency procurement and asset tracking procedures, oversee and coordinate procurement and inventory of hardware, software, services, including, but not limited to:
  • order and maintain supplies and equipment;
  • inventory, storage, and disposal of materials (e-waste) and equipment;
  • receive, assemble, test and evaluate new equipment, hardware or software;
  • research new products, vendors and costs, stay abreast of new trends, products and applications;
  • maintain accurate record of warrantees, software licenses;
  • coordinate delivery and installation with vendors, suppliers, and agency staff.

Staff Training and Assistance

  • Conduct training sessions covering specified areas such as use of computers and software;
  • Select or develop teaching aids such as training handbooks, visual aids, computer tutorials and reference works;
  • Provide basic technical assistance to other personnel;
  • Work cooperatively with those contacted in the course of work;
  • Participate in staff meetings and in-service activities as assigned;
  • Attend workshops, conferences and classes to increase professional knowledge;
  • Represent the Agency effectively with other outside agencies or vendors.

General Duties and Responsibilities:
As a part of the ATCAA team, all employees play an essential role in ATCAA as a whole, and are expected to:

  • Demonstrate and encourage a professional and positive attitude in all job related activities;
  • Maintain confidentiality in accordance with standards outlined in the “Statement of Confidentiality and Ethics”;
  • Accomplish all work activities in a safe and timely manner within assigned guidelines and consistent with ATCAA’s Personnel Policies and Operating Procedures;
  • Report and/or correct deficiencies that constitute immediate threats to health and safety;
  • Complete other tasks as assigned by the supervisor that are consistent with the definition and intent of the job description;
  • Carry out supervisory responsibilities in accordance with ATCAA’s Personnel Policies. Responsibilities include training employees; planning, assigning, and reviewing work; problem solving; appraising performance, both formally and informally.

Minimum Qualifications:

  • AA/AS in Information Management, Computer Science; or three years experience in workplace technology;
  • Two years work experience in an organizational environment using the Internet with client/server computing; or any combination of training and experience which would likely provide the required knowledge and abilities as qualifying;
  • Ability to perform troubleshooting with ISDN and DSL and other broadband internet connections, modems, routers and switches, including WIFI protocols; and familiarity with Ethernet wiring;
  • Meet the following program requirements necessary for this position: possess a valid California driver’s license, have an acceptable driving record and obtain fingerprint clearance.

Knowledge of:

  • Information systems technology; basic practices and techniques of software use, configurations, and revision;
  • Familiarity with Microsoft Office 365 productivity suite;
  • Office automation applications and personal computers; related office support software and other software applications that are unique to each department;
  • Applied principles and techniques of electronics and computer systems;
  • Basic tools, equipment, practices and procedures of repairing computer networks, peripheral devices, and telecommunications equipment;
  • Stability issues and security vulnerabilities.

Ability to:

  • Adapt and be flexible in a position where there are multiple sites and many tasks to prioritize and accomplish;
  • Ability to work evenings and weekends as required;
  • Be well organized, have excellent communication skills, and be able to assess needs and problems and make managerial level decisions;
  • Communicate effectively both verbally and in writing;

Desired Qualifications:

  • BA/BS in Information Management, Computer Science;
  • Experience with TCP/IP, Cisco Routers, MS Active Directory, VPN, WIFI protocol 802.1X, digital phone systems and maintenance;
  • One year supervisory experience with technical responsibilities.

Physical Requirements:
Must be able to:

  • Sit for extended periods; frequently stand and walk; normal manual dexterity and eye hand coordination; stoop, kneel and crouch; lift and move objects weighing up to 50 lbs., corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculators, copiers, pagers, fax machines.

Other:

  • Individual is required to travel frequently between agency sites in the counties of Amador and Tuolumne, in his/her own vehicle, and is reimbursed at the approved agency travel rate.
