Tidewater area company is looking for an experienced estimator in the Marine/Industrial market. Candidate should possess extensive knowledge of US Navy requirements in the areas of NAVSEA Std items, NAVSEA technical publications, and other related technical standards used for US Navy ship repair. The candidate should have experience with Military Sealift Command (MSC) GTR’s and typical ABS requirements for working on MSC ships.

Strong ability to develop comprehensive estimates for labor cost, material cost, and required subcontract service requirements. Experience must have emphasis on Structural Steel and Piping System repairs and new installations. Candidate must have effective communication abilities to accurately relay intent of estimates and services to both customers and sub-tier suppliers. Estimates must be formulated such that they are comprehensive and are easily understood through internal review processes.

Knowledge and ability to work with Microsoft Office products such as Word and Excel as well as ability to learn company specific Enterprise Resource Planning (ERP) system. A minimum of five years’ experience specific to estimating and/or planning required.

• Review customer specifications and develop man-hour estimates, by work item and/or work package, for the repair, renewal, or modification of structural, piping, or sheet metal components for military and commercial ships in accordance with customer requirements.
• Formulate and submit requests for clarifications/corrections of work specifications as needed.
• Receive and incorporate craft man-hour reviews and complete onboard inspections as required.
• Identify Subcontracting and Material requirements needed to prepare a complete work estimate.
• Initiate a Make/Buy proposal and incorporate selected subcontractor quotes into the estimate.
• Review subcontractor quotations to determine that all work required of the subcontractor is understood and included in their pricing and that they can accomplish the required work within the established milestones.
• ​​​​​​Prepare the final estimate in a timely manner for Management review. After Management review, prepare the final bid for submittal to the customer.
• When requested, provide technical assistance to other estimators to share experience and knowledge.
• Prepare any pre-award information required and submit additional information as requested by the customer.
• Must be detailed and deadline-oriented team player who can work independently or as part of a team to accomplish assigned tasks.
• Must have effective communication skills to work with affiliated departments and upper management in preparation and presentation of proposals.
