DEPARTMENT OVERVIEW

The California Digital Library (CDL) is a collaborative effort of the ten campuses of the University of California. As a UC systemwide library, CDL provides services to and on behalf of the UC system in partnership with the UC campus libraries. As a globally connected digital library, CDL occupies a unique position between the local UC campuses and the global digital library infrastructure. The primary user base for CDL services and programs includes UC faculty, students, and library staff. The CDL is a unit within the UC Office of the President, has a staff of 75+ and is located in downtown Oakland.

POSITION SUMMARY

Reporting to the CDL Director of Finance and Operations, the Research Financial Analyst position will be responsible for providing direct research administration support to investigators within CDL, including the Executive Director. The position is responsible for working collaboratively across CDL programs to provide comprehensive financial and budgetary services. The role will also be required to work closely with the CDL Finance Manager, Budget Office, Contracts and Grants Manager as well as other key stakeholders within and outside of UCOP associated with finance and post award research management. This position will be a primary point of contact for research financial management within CDL.

The incumbent will assume a key role in the annual budget process; produce monthly and quarterly expenditure reports; analyze portfolio spending patterns and trends; analyze and resolve problems; interpret policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas); demonstrate solid subject matter knowledge; and ensure the successful operation of CDL financial services. The position interacts frequently with the UC Office of the President financial services units, including the Business Resource Center, Budget Analysis and Planning, and Procurement Services.

The ideal candidate will use advanced professional concepts and organizational objectives to resolve complex problems in creative and effective ways; work on nuanced issues where analysis of situations or data requires an in-depth evaluation of variable factors; and exercise judgment in selecting methods, techniques and evaluation criteria for obtaining results.

The CDL finance team, including the Research Financial Analyst position, is based in the UC Office of the President downtown Oakland offices. Applicants from outside the Bay Area who wish to work remotely will be considered.

Contract and Grants Management and Policy Compliance: Manage all pre- and post-award activities for sponsored projects. Assist CDL managers with proposal preparation and submission coordinating with the Research Policy Analysis and Coordination office as needed. Process, evaluate and reconcile financial transactions, including commitment of funds consistent with delegated authorities, while maintaining appropriate documentation. Review advanced financial transactions especially those related to sponsored funds and advise CDL managers on complex policies, processes and procedures. Provide resolutions for managing diverse, complex financial variables resulting from varying policies, contract terms and funding uncertainty. Ensure that proper internal controls and accountability are in place with respect to the financial activities of the CDL and coordinate research finance activity with the UCSD Sponsored Projects Finance office as needed; comply with sponsor and university policy as well as federal and state laws.

Analytical Support and Reporting: Provide high level analytical support for complex budget, financial, and resource projects. Initiate, design and provide analytical studies, summary reports and background materials. Produce standard and ad hoc monthly financial reports; analyze complex financial data for accuracy; ensure budget transactions are allowable and in compliance. Provide backup support for grant analysis and reporting.

Budgetary Activities: Oversee select budgetary activities from inception to close-out, including the formulation, coordination, execution, projection and analysis of budgets, funding, costs and commitments for Sponsored Projects. Partner with CDL management and others in responding to calls for information from UC Office of the President budget and financial services units.

HR/Administrative Operations and Oversight: Assists with the administrative operations for the California Digital Library, a department of 75+ FTE and a $25 million budget with multiple revenue streams. May act in some cases as the department's liaison to the UCOP Human Resource department. Analyzes and coordinates HR actions according to UC and department policies and procedures. Manages multiple potentially broad projects where analysis of situations or data requires an in-depth evaluation of variable factors; helps resolve critical issues and improves the efficiency of CDL operations.

Communication: Establish and maintain effective collaborative working relationships with UC Office of the President business and finance units, including the Business Resource Center, Budget Analysis and Planning, and Procurement Services. Partner with library business officers across the ten UC campuses in defining and executing solutions to complex CDL/campus library financial interactions ranging from shared (inter-campus) staffing, library content licensing costs, and shared service costs. Participate in UCOP financial workgroups as required.



Required Qualifications
  • Advanced knowledge of and applied experience with business, budgeting and accounting principles, practices and systems. Experience with Contracts and Grants management preferred.
  • Demonstrated experience in identifying, analyzing, and reporting on financial data. Proven ability and initiative to independently analyze and solve problems and to perform accurate, timely budget analysis and reporting.
  • Advanced experience with Excel data analysis functions; in depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
  • Advanced ability to present complex budget and financial related information in a clear and concise manner, both in writing and verbally. Ability to communicate in a clear, concise manner policies and procedures to non-financial professionals.
  • Ability to quickly acquire a thorough knowledge of institutional policies, practice and procedures.
  • Ability to creatively solve problems and deliver timely, accurate and complete work on tight deadlines. Ability to focus on priorities, strategies and vision. Ability to adapt to changing priorities.

Preferred Qualifications
  • Master's degree preferred.

Education
  • Bachelor's degree in accounting, finance, business and/or the equivalent of a minimum of 5 years related experience including experience within a research, academic or large/complex organization.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
