Position Summary:
We are currently seeking a Full-Time Safety Engineer to work on-site at the Blue Grass Chemical Weapons Destruction Pilot Plant (BGCAPP) located in the Richmond Kentucky Area. The Safety Engineer shall perform document reviews, technical research, and provide technical input associated with the BGCAPP Systems Contractor (SC) activities to provide the necessary information for the Government Site Project Manager (SPM) and SMEs to perform their oversight mission.
The selected candidate shall apply expert knowledge of safety, occupational health, and the associated standards, methods, and procedures to a wide range of health and safety hazards in highly hazardous chemical and explosives operations. The on-site Safety Engineer shall perform project related safety and occupational health activities as specified by the Government Project Managers or SMEs for various BGCCAPP functional areas.

Essential Functions:

The selected candidate will review facility, equipment, and process operations for compliance with Government Programmatic safety and OSHA requirements. Particularly evaluating workplace safety and health hazards; the result of this review shall be provided as technical input to the Government to support their oversight mission. The candidate shall provide technical input to the Government regarding the SC efforts to eliminate or control hazardous conditions resulting from human error, equipment, and machine operations, which may lead to injury to personnel and/or damage to property.

The candidate will interface and/or work with the SC Safety Manager and other SC personnel, Bluegrass Army Depot and Bluegrass Chemical Activity (BGAD/BGCA) safety professionals, Program Executive Office Assembled Chemical Weapons Alternatives (PEO ACWA) HQ Risk Management team; in addition on an as needed basis, the Safety Engineer will interface with CDC, DDESB, U.S. Army Technical Center for Explosives Safety (USATCES) and other Federal and State safety investigators/professionals to review, research, and provide technical inputs to the Government. The safety engineer shall assist the Government in gathering information for technical inquiries on safety and health related matters applicable to the BGCAPP

The candidate will review, suggest revisions, and validate safety documents, including emergency response plans, medical plans, program plans and site and facility safety programs and procedures that are prepared by BGCAPP Systems Contractor (SC). The purpose of the review, revisions and validation of safety and health plans and procedures, including personnel training program, is to ensure that the process and plant operations maintain compliance with the established safety and OSHA requirements.

The candidate will also facilitate, working closely with the other members of the site program support and integration team and on-site Government leadership, in the development of safety strategies to address programmatic, project-specific, and site-specific issues relating to ACWA mission.

The candidate will review proposed SC designs, methods, and procedures for technical conformance with engineering criteria, system safety principles, and applicable safety conformance standards and provide technical input to the Government. He or She will review engineering documents, changes, etc. to determine impact to the BGCAPP hazard analysis. The candidate will also perform hazard analyses to identify potential design deficiencies and provide recommendations for mitigating hazards to the Government.

The candidate will review SC proposed hazard and risk assessments, interpreting and implementing DoD, Department of the Army (DA), Army Materiel Command, Federal, State, and Local safety regulations and policies with respect to BGCAPP operations and provide technical input to the Government. He or She will review plant designs, procedures, and operational readiness (ORR) documents, and observe subsequent plant operations to ensure safety and health compliance is maintained; the candidate will conduct technical inquiries and provide results to the Government. It is expected that the candidate will provide safety and health inputs to the Government throughout the plant lifecycle, and provide system safety and health interface with other key project functions (i.e., design, operations, maintenance,)

The candidate will review safety and occupational health documents to assure their compliance with SOPs, training documents, design changes, and ECPs. These reviews shall ensure proper configuration management control procedures are being followed. Additionally, the candidate shall be familiar with the various site risk assessment, site safety and OSHA compliance plans; including the annual Multi-Pathway Health Risk Assessment, and the Site Safety Submissions.

The safety engineer will review the SC’s design, change documentation, plans, procedures, hazard analysis, hazard tracking log, and other documentation and provide the Government with technical input regarding the quality and effectiveness of this documentation to prevent or mitigate hazards. The reviews to be conducted shall include whether proper configuration management control procedures are being followed.
Current Knowledge, Skills, & Abilities:

Any Direct experience in Industrial Hygiene (IH) in a hazardous chemical processing plant is highly desirable.

Any direct experience with U.S. chemical weapons destruction processes and plants is a plus.

Experience working with the United States Department of Defense Explosive Safety Board (DDESB), or the U.S. Army Technical Center for Explosives Safety (USATCES) and OSHA is desirable.
Minimum Qualifications:
-
Five (5) years’ experience in occupational health and safety in a hazardous chemical waste operation.

Three (3) years’ experience with Army safety policies and regulations.

A CSP certification is required.

Bachelors degree in science or engineering.
