We are seeking a Utility Construction Observer to our growing team.

Our observer will work under the direction of the Engineer to protect the railroad infrastructure and may be assigned additional responsibilities as required. The observer acts as representatives of the Company and is expected to establish a professional business relationship with contractors, suppliers, Railroad Representatives, vendors, other stakeholders, and Company personnel.

Primary Duties:

  • Responsible for the observation of utility installations across railroad property
  • Perform on-site observation of trenchless construction within railroad right-of-way providing support for 3rd-party on and around live railroad tracks.
  • Responsible for documentation of pre and post-construction site conditions, verification of materials and layout, observation and documentation of daily construction activities and maintain an active dialog with on and off-site personnel.
  • Document work in accordance to approved plans.
  • Attend both railroad (flagger) and contractor daily job briefings and discuss project requirements and engineering information.
  • Submit daily reports using a tablet that accurately depict what occurred on the work progress, adherence to the railroad utility agreement.
  • Escalate items of noncompliance to management/engineers for review.
  • Travel 100% of time.
  • Complete other reports and duties as required


Required Qualifications:

  • Minimum 3 years field experience on utility construction projects with an emphasis on trenchless technology, (including Horizontal Directional Drilling (HDD), Jack and Bore/Auger Bore, Micro-Tunnel Boring, and Pipe Ramming) OR 3+ years of Railroad experience
  • Significant experience with construction of municipal, communications and various energy utilities with knowledge of trenchless technology.
  • Proficient interpreting engineering drawings, specifications, and other contract documents, able to identify and correct rectify construction deficiencies.
  • Familiar with the geotechnical fundamentals such as identifying soil types and understand backfill and compaction practices.
  • Full understanding of temporary soil retaining shoring system.
  • Knowledge of construction practices, construction methods, and equipment.
  • Strong verbal and written communication will be required.
  • Ability to travel 100% of the time, for extend periods
  • Ability to lift up to 50lbs, walk/stand for extended periods of time, in all weather, possibly on uneven ground
  • Able and willing to be on-call and work varying hours
  • Railroad construction experience is highly desirable, but not required
