Job Title: WIOA Accountant

Title this job typically reports to: Northwest Arkansas Economic Development District

(NWAEDD) Finance Director

This position is classified as exempt as stated in the Fair Labor Standards Act.

GENERAL PURPOSE OF THE JOB:

Provide accounting and bookkeeping records for the Workforce Innovation and Opportunity Act (WIOA) programs. Provides support to the WIOA program, through information analyses (e.g., current processes, actual performance vs. budget and prior year, budget, etc.), preparation of operational data/analyses for publication to various management, to make informed business decisions. Primary responsibilities will include preparing WIOA monthly financial reports, identifying areas for cost reductions and operational improvements, participating in annual budget process, periodic forecasting, familiarization with the WIOA Program and Financial Monitoring Instrument accounting system controls, assist with cost the Cost Allocation Plan, and becoming knowledgeable of Uniform Guidance 2 CPR as it relates to the WIOA programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Provides accounting functions including general ledger reconciliation, reconciliation of subsidiary ledgers including accounts payable, payroll, fixed assets, and accounts receivable in accordance with generally accepted accounting practices (GAAP) for WIOA grants.

2. Prepares monthly WIOA financials and monitors monthly closing process in a timely manner.

3. Assists Finance Director with annual NWAEDD financial audit; manage annual WIOA Program and Financial Monitoring.

4. Maintains accurate records for WIOA grants; responsible for programs, complying with WIOA Program and Financial Monitoring Instruments and 2CFR regulations.

5. Updates the financial procedures manual for WIOA internal control as needed ensuring programs follow WIOA Program and Financial Monitoring Instruments and 2 CFR.

6. Ensures that all WIOA payables are paid on a timely basis.

7. Ensures WIOA subsidiary ledgers balance to the financials, monthly.

8. Ensures WIOA Due to and Due from interfund accounts are accurate and up to date monthly.

9. Creates procedures for WIOA staff relating to expenditures, payroll, and other program or financial processes for optimum operational performance.

10. Creates all WIOA budgets in MIP software at least annually, and updates as needed.

11. Creates monthly WIOA financial and budget reporting to be used by program staff to ensure compliance with WIOA regulations.

12. Keeps updated on all WIOA TEGL documents relating to Program and Financial regulations.

13. Creates and updates MIP software reports for management on all WIOA programs.

14. Responsible for filing all WIOA invoices and WIOA grant-related agreements.

REQUIRED COMPETENCIES:

I. Expertise in spreadsheet analysis. Working knowledge of accounting rules and regulations, including GAAP. Familiarity with information systems, graphics, communications, account reconciliation, financial accounting software and word processing skills.

2. Strong interpersonal, analytical, verbal, and written communications skills.

3. Ability to work independently and in a group setting.

4. Ability to multitask in a fast-paced environment and meet definitive deadlines.

5. Solid administrative and organization skills, with attention to detail and follow-up.

EDUCATION AND/OR EXPERIENCE:

Bachelor's Degree (B.A. or B.S.) from a four-year college or university; or seven years plus related experience as a GAAP accountant and/or training, or equivalent combination of education and experience.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS:

Ability to calculate amounts such as interest, proportions, and percentages. Ability to apply concepts of basic algebra.

REASONING ABILITY:

High skills: Ability to solve practical problems and deal with variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

COMPUTER SKILLS:

Excel for spreadsheet analysis, Microsoft Word for correspondence, and accounting software for financial operation. Use of other computer software/hardware as necessary. MIP software management system a plus.

CONDITIONS OF EMPLOYMENT

Candidate must meet the requirements of the full job description throughout the duration of employment with the NWAEDD.

PHYSICAL DEMANDS

1. Frequent sitting for a minimum of seven (6) hours, standing for one(!) hour and walking for one (I) hour.

2. Occasional carrying or lifting weight up to 50 lbs. Occasional bending, stooping, squatting, crawling, climbing, crouching, kneeling, balancing, pushing, pulling, and reaching above shoulder.

3. Continuous use of hands for repetitive actions such as simple and firm grasping and fine manipulation.

GENERAL

I. Reporting relationships, work assignments, and work schedules may be subject to change to meet NWAEDD needs. Attendance at work is an essential function of the job, teamwork and supervision are required for proper performance. Other duties may be assigned.
