Overview

The Kankakee Regional Land Bank Authority (KRLBA) seeks a dynamic and entrepreneurial public sector manager to lead the expansion of the KRLBA as its first Director. The Director will manage the day-to-day activities of the KRLBA, which primarily involves identifying, acquiring, stabilizing, and disposing of distressed real estate assets.

The Director will be responsible for developing and administering budgets, managing grants, retaining and supervising staff, and advising the Board. The Director will play an integral role in developing the KRLBA into a strategic and catalytic community development partner and should be a proven leader who can operate with a high level of autonomy in a fast-paced work environment, while remaining accountable to the board and to the mission of the organization. The Director will be a full-time exempt employee of Kankakee County, but will report to the KLRBA Board of Directors. About the Kankakee Regional Land Bank Authority

The Kankakee Regional Land Bank Authority was established in 2020 to assist local governments rehabilitate and put to productive reuse real estate assets located in Kankakee County, IL. Formed through local intergovernmental agreement, the land bank exercises certain municipal powers on behalf of and through the authority of its members. Central to its mission and purpose is to identify, develop, and execute strategic redevelopment plans that reduce the incidence of blight, attract and catalyze private investment, and improve the quality of life for residents in Kankakee County. The land bank is one of 7 active land banks in Illinois and is funded by a combination of public grants, private contributions, and earned income. The Board is committed to growing the land bank for the long term.

Duties and Responsibilities of the Director:

  • Identify, evaluate, acquire and manage the redevelopment of residential and small commercial properties
  • Coordinate and communicate with partners, including local governments and private sector firms working in community and economic development
  • Exercise strong oversight over properties and implement risk management strategies
  • Inform the public about real estate opportunities available through the land bank
  • Develop and implement budgets and plans promoting organizational growth and impact
  • Apply for, administer, and report on grants
  • Recruit, retain and supervise employees, contractors, staff, and volunteers engaged to perform work on behalf of the KLRBA
  • Advise and inform the Board to support their strategic decision-making and oversight.
  • Other responsibilities as assigned.

Ideal Qualities

  • Strong communication skills (verbal and written)
  • Comfort speaking in front of and with diverse audiences
  • Knowledge of real estate terminology, transactions and finance
  • Ability to develop project pro formas and manage a diverse portfolio of property assets
  • Understanding of community development, municipal code enforcement, urban planning, public administration, grants management, community outreach, GIS, or a combination of any of these.
  • “Can do” attitude and commitment to collaboration and teamwork

Minimum Qualifications

  • Bachelor's degree from an accredited college or university plus 4 years professional experience in housing, community development, public administration, or a related field.
  • Understanding of and experience transacting residential or commercial real estate
  • Recent supervisory experience over full time staff and experience managing to budgets
  • Proficiency with office computer applications, include spreadsheets or databases
  • Position requires periodic travel, primarily local and during the business day. Some out-of-the-area and overnight travel of limited duration is expected.

Pay: $62,000.00 - $77,000.00 per year
