Position Description:
ZemiTek is seeking a Senior Executive Assistant (Mid-Administrative Officer) to provide administrative and logistical support and expertise to the United States Agency for International Development (USAID), Asia Bureau Office of Office of the Assistant Administrator (AA). This position will be based in Washington, D.C. As the Sr. Executive Assistant (Mid- Administrative Officer,) you will serve as the principal staff officer and primary assistant to one or several deputy assistant administrators providing various administrative management services. The Mid-Administrative Officer Manages and coordinates all administrative tasks of senior officials

Starting Salary Range: $85,000

Responsibilities:
- Coordination of calendars, scheduling meetings, and acting as a liaison between management and employees.

Provide administrative guidance, consultation, and direction in the areas of budget, personnel, supply and equipment acquisition, facilities management, and contract administration to ensure Federal and agency directives are carried out and goals and objectives are met;

Plan, organize, coordinate, and control the execution of the day-to-day supervision and administrative activities of Asia/AA;

Monitor program expenditures to ensure fiscal management and accountability;

Track, analyze, and maintain financial management instruments pertaining to budget obligations and expenditures;

Coordinate record management for Agency and ensures the proper disposal of records;

Assist AMS Director/Deputy Director in the determination of Asia/AA staffing needs and coordinate all Asia/AA personnel programs;

Provide technical advice and guidance on classification and position management;

Coordinate the workforce planning and needs analysis; recruitment and placement;

Develop effective recruitment strategies for all hiring requests;

Prepare recruitment packets;

Review/edit vacancy announcements;

Create vacancy announcements;

Create memos to initial new hire process;

Administer orientation of all Asia/AA new hires, according to Federal guidelines;

Work with the team to develop internal standard operating procedures, policies, administrative processes to improve and standardize business operations consistent with OPM regulations/guides.

Provide advisory services to management on property accountability and records management;

Responsible for office services (mail, duplication services, transportation, communications, manuals, and maintenance), storage of supplies and equipment, and for security of such property, supplies and facilities.

Other duties as assigned: responsibilities may include supervising office support staff and delegating tasks to other assistants.
Qualifications:
- Possess a Bachelor’s degree or in Human Resources Management, Business Administration, or other relevant field and six (6) years of professional administrative experience OR possess a Master’s Degree in a relevant field and three (3) years of professional administrative experience.

Professional-level experience in the field of human resources management, business or public administration, and/or contracting;

Proficiency in the use of Google applications.

Proficiency in the use of Windows, Microsoft Office, Internet search engines, and e-mail applications (Google/Outlook)

Active secret-level security clearance required.
Preferred Qualifications:

Knowledge of US Government administrative procedures;

Strong attention to detail, organizational skills, communication skills, tact, good judgment and discretion;

Ability to plan, organize, establish priorities, direct, and follow up on the work of the Unit and inspire confidence and maintain confidentiality;

Knowledge of USG contracting regulations and procedures and ability to quickly gain a thorough knowledge of internal USAID human resources systems, processes, and procedures.
