POSITION SUMMARY:
Under general direction of the Tribal Council and Tribal Chairperson when the Tribal Council is not in session, is responsible for management of the Chicken Ranch Rancheria Human Resources Department within the Tribal Organization. Incumbent is responsible for the efficient administration of all Human Resources functions for the Tribe, including, but not limited to, supervising, maintaining, enhancing the Tribe’s Human Resource policies, overseeing direction, and establishing an internal evaluation process for the Human Resources Department. Oversees the operational, administrative, and strategic management of Tribe’s Human Resource programs, policies, and procedures. Ensures recruitment and employment; compensation and benefits; automated and manual record-keeping systems; employee training; employee relations; policy formulation and implementation; and performance development and evaluation programs are maintained in accordance with established Tribal and federal laws, regulations, policies, and procedures. Will have responsible for the day-to-day supervision, problem resolution, support, guidance, policy interpretation, and technical assistance to the Tribal Leadership, directors, managers, and supervisors relating to Human Resources issues.
In the event of a conflict of interest while working under the direction of the Tribal Council Chairperson, the Human Resources Manager shall work under the direction of the Tribal Council Vice Chairperson.
DUTIES & RESPONSIBILITIES:
Maintain work structure by updating job requirements and job descriptions for all positions.
Establish and implement Human Resources policies to facilitate attainment of the mission, goals, and objectives of the Tribe.
Maintain a pay/compensation plan by conducting periodic pay surveys; recommending planning and implementing pay structure revisions; and comparing recommended pay raises and incentives with budget and notifying supervisors of variances.
Maintain an employee benefits plan by studying employee requirements and trends and developments offered by other organizations; analyzing benefit options and predicting future costs; studying programs and obtaining advice from consultants; preparing and distributing benefit reports; developing record keeping systems; initiating new hire benefits; recording changes; establishing and maintaining working relationships with benefit providers; approving Human Resources/benefit billing statements; and preparing the benefit and compensation budget for the programs and the Human Resources budget.
Establish internal equity by developing and maintaining a job evaluation system; evaluating and ranking positions; requiring periodic appraisal of each employee’s job performance, including current competence; and requiring periodic review of employee compensation.
Resolve manager and employee dissatisfaction by training managers to coach and discipline employees; advising employees and supervisors on interpretation of the Tribe’s Human Resources policies’, investigating complaints and concerns; answering questions, explaining policies and procedures; evaluating and offering possible courses of action; providing advice, guidance, and direction; monitoring actions in progress and assuring proper procedures, thoroughness of documentation and proper considerations of merit are complete, and assisting employees and managers in the use of the grievance system.
Achieve financial efficiency objectives by assisting managers in preparing annual employment and advertising budget; studying proportion of pay, benefits, incentives, and intangibles; and recommending program budget adjustments.
Ensure compliance by complying with applicable federal and state laws and regulations regarding the protection of the health of employees; studying existing and new laws and legislation; advising management and Tribal Council on needed action; establishing controls relating to record-keeping of Human Resources documents of the Tribe; and maintaining the confidentiality, security, and physical safety of data on staff.
Maintain professional and technical knowledge by attending educational workshops and conferences; establishing Human Resources/professional networks; and participating in professional societies, as approved from time to time by the ‘Tribal Council.
Prepare for the Tribal Council a monthly Human Resources Report by collecting, analyzing, and summarizing staff information and trends.
Contribute to team efforts by initiating and directing training programs, and in-service for new employees; offering information and opinions as a member of the Senior Management Team; demonstrating continuous initiatives for improvement of department operations; taking a systems approach to problem solving and process involvement, which involves staff; and performing other related duties as assigned.
Prepare and monitor indicators for quality and continuous improvement.
Represent the Tribe with local, state, and federal law issues, as required.
Understand the Tribe’s and employees’ needs, by demonstrating courtesy, diplomacy, and tact during interactions with internal and external entities or individuals.
Work with supervisors to ensure that paperwork is completed for reporting incidents and injuries by submitting workers’ compensation claims in a timely fashion; monitoring orientation and safety training requirements; and assuring that the work environment is safe and implementing any necessary changes to ensure staff and client safety.
Assist in the preparation of a Personal Policy and Procedures Manual (“PPPM”) for the Tribal Council’s approval that defines all the working hours, working conditions, and wages of Tribal employees and periodically review and where necessary, update the PPPM for Tribal Council’s approval.
Responsible for providing and developing training curriculum for all supervisors, in areas that include, but are not limited to, performance management, recruitment, discipline, termination, TERO, sexual harassment, and Human Resources Policies and Procedures.
Responsible for notifying the Tribal Chairperson, Tribal Administrator, and Tribal Attorney of lawsuits, or the threat of lawsuit; participates in fact-finding, discovery, testimony, and court appearances.
Provide oversight of the recruitment, selection, and hiring functions, in compliance with relevant laws and regulations, Tribal Human Resources Policies, and Tribal Employment Rights Office (TERO).
Review and approve disciplinary and termination actions, to include drafting and/or editing of documents.
Responsible for internal investigation, or coordination of internal investigation, of employment-related matters to include sexual harassment claims, employee complaints, and incidents related to grievance, appeal, discipline, and termination.
Provide training and mentoring opportunities for a Tribal member in Human Resources, which may include a structured training program and advanced learning/education. Coordinate and facilitate training opportunities for management and employees.
Perform such other functions as the Tribal Council or Tribal Council Chairperson may prescribe by resolution of the Tribal Council. Section 3.13.080 Hours. It shall be the duty of the Human Resources Director to devote his or her entire normal working time to the duties of this office in the interests of the Tribe.
MINIMUM QUALIFICATIONS:

Ability to maintain strict confidentiality at all times, including the ability to recognize situations in which confidentiality is required; ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to establish and maintain effective working relationships with Tribal Officials, Tribal staff, managers, coworkers, Tribal community members, Tribal attorneys, and the public; ability to work independently, with a minimum of supervision.
Ability to exhibit confidence in judgment and decision making; ability to establish priorities and to adjust and respond to changing issues, requirements, and situations.
PHYSICAL REQUIREMENTS:
Lifting a minimum of 10 pounds may be required; position involves standing, walking, bending, stooping, and prolonged periods of sitting.
Adequate hearing is required to hear/talk with all individuals, and to use telephones on a consistent basis; work may require the use of computers with exposure to video display terminals, the need to work in front of a computer terminal for extended periods of time and some repetitive motion associated with preparing documents and the use of a computer mouse.
WORK ENVIRONMENT:
Traveling is required, to include local, within the state, and national; work is performed in an office setting with some exposure to environmental stress; the noise level in the work environment is quiet to moderate; frequent communication with Tribal employees, Tribal members, Tribal attorneys, Tribal Council, and the public.
