The Opportunity
WSDOT is currently seeking a Transportation Engineer 3 in the Olympic Region Multimodal Planning unit. Reporting to the Senior Planner – Team Lead, the Transportation Engineer 3 will lead technical analysis in areas of traffic operations analysis and travel demand modeling (TDM). The incumbent contributes to regional planning and project delivery efforts; oversees and completes corridor studies; participates on statewide plan and policy reviews; coordinates with regional planning organizations, local jurisdictions, and tribal nations; and maintains good working relationships with internal and external customers.

What to Expect
Among the varied range of responsibilities held within this role, the Transportation Analysis Specialist will:

  • Serve as the Multimodal Planning unit’s subject matter expert for traffic operations analysis and TDM.
  • Assemble, collect, and critically evaluate data needed for traffic operations and TDM technical analysis.
  • Advise, coordinate, review, and perform traffic operations and TDM technical analysis tasks for project work undertaken by the Multimodal Planning unit and other Olympic Region organizations.
  • Review models, model outputs, analysis results, and reports prepared by partner agencies such as MPOs/RTPOs, cities, and counties.
  • Lead and manage scope, schedule, and budget for assigned transportation studies; identify and determine the appropriate level of data analysis, research, and community engagement.
  • Present planning analysis and results orally and visually in public settings in a manner that is easily understood by audiences that are not familiar with the subject matter.
  • Coordinate and facilitate communication with stakeholders and respond to public inquiries; arrange and facilitate open houses and meetings to exchange information between WSDOT and stakeholders.

Occasional field work may include hazard exposure such as high-speed vehicle traffic, exhaust, weather-related risk, heavy construction equipment, walking over uneven ground, proximity to creeks and bodies of water, and similar.

Qualifications
To be considered for this opportunity, the following are required:

  • Bachelor’s degree involving major study in transportation, urban, regional or land use planning, engineering, public or business administration, economics or natural or physical sciences.

AND

  • Three (3) years’ professional transportation experience involving analysis, evaluation, and documentation of transportation and environmental issues. Note: A Master’s degree in one of the above fields will substitute for one (1) year of the required experience.

OR

  • One (1) year of experience as a Transportation Planning Specialist 3or Transportation Engineer 2, or equivalent.

In addition to the above, the following are also required:

  • Knowledge of transportation planning principles and related federal and state laws, standards, and guidelines.
  • Experience developing or reviewing transportation or environmental-related technical documents, reports, and correspondence.
  • Experience conducting analysis using traffic operations software or travel demand models.
  • Experience using a personal computer to develop calculations, documents, spreadsheets, estimates and project scheduling.
  • Demonstrated ability to effectively communicate with others both written and orally.

It is preferred that qualified candidates also have:

  • Familiarity with traffic operations principles and theories, Highway Capacity Manual procedures, and signalized and non-signalized intersection analysis procedures.
  • Experience developing, interpreting, and applying TDM and traffic operations models such as Synchro, Sidra, VISSIM, VISUM, EMME, or similar software platforms.
  • Experience conducting geospatial analysis using computer software.
  • Experience preparing for and conducting stakeholder and public meetings, collecting and recording meeting information, and preparing written summaries.
  • Experience working with local and state agencies, Metropolitan Planning Organizations, Regional Transportation Planning Organizations, and tribal nations.
  • Ability to operate a state vehicle safely and legally.

Job Type: Full-time

Pay: $69,756.00 - $93,840.00 per year
